<div>SUMMARY: This position ensures the provision of quality services to families by providing strengths-based professional supervision to direct service staff, facilitates home visits and coordinates group events for participating families as needed.
 RESPONSIBILITIES:
&uml; General Supervisory Support:
Provide supervisory support for 2 to 4 Home Visitors (HV) to include bi-weekly supervision sessions each month. Ensure full time parent educators participate in a minimum of two hours of individual reflective supervision and a minimum of two hours of staff meetings. Part time parent educators participate in a minimum of one hour of reflective supervision and two hours of staff meetings. In order to support high-quality services to families.
 Ensure that home visiting documentation is completed accurately and submitted in accordance with program policies. Monitor HV caseloads and home visit completion rates. Observe each HV in home visits at least semi-annually and provide feedback that encourages professional development. Routinely provide reflective supervision to HV to support their work with challenging families and enhance their abilities. Develop and implement FSS initial training plans and ensure that assigned staff meets all Parents as Teachers (PAT) training requirements. Work hours are flexible to meet the needs of families.
 &uml; Family Services:
Develop and maintain working knowledge of the PAT Standards to ensure that the services provided by HV&rsquo;s are in adherence with the PAT program model. Develop and maintain knowledge of community resources to support HV&rsquo;s in their work with families. Work with HV&rsquo;s to ensure that each participating family completes required program assessment, is current with immunizations and well-child visits, and receives referrals to community resources in accordance with program policies and procedures. Support HV&rsquo;s with developing Family Goal Plans and monitor family progress towards goals. Review and monitor family situations that result in the submission of incident reports and work with program staff to provide intervention services to families as needed. Facilitate home visits as needed.
 &uml; Program Support:
Function as a team leader by assisting with the facilitation of team meetings on a rotating basis and by providing daily support and crisis management. Participate in administrative program meetings. Assist in the selection of staff by conducting initial interviews. Facilitate orientation trainings for new staff and assist with developing and revising staff trainings. Assist with the revision of program forms and updating policies/procedures, as needed. Provide support with the completion of annual participant satisfaction surveys and compilation of results. Assist Program Manager with reporting and data management. Work closely with the department PM &amp; Director to obtain and maintain program certification and fidelity.
 &uml; Networking and Coordination Activities:
Participate in PAT Supervisor meetings. Participate in community meetings and workgroups as applicable. Facilitate community presentations about program services as needed.

 EDUCATION:

 SKILLS:

This Senior Staff Chief SEIT Lead role requires the ability to lead SE (systems engineering, integration &amp; test) activities for the DSO Strategic Capture family of programs. A successful candidate will be able to demonstrate organizational and technical problem-solving skills to ensure successful execution of SEIT scope and brief internal and external leaders on status and obstacles.<ul><li>
Requirements Development and Management: the SEIT Lead shall work with the Strategic Captures Chief Engineer and System Architect to develop and maintain system requirements for multiple applications in coordination with product design teams. The SEIT lead shall be responsible for developing processes to capture and maintain requirements using best practices in classified and unclassified environments. This entails capturing requirements for platform installation (size, weight, power, cooling, interfaces), system performance (mission-specific), and development risk (TRL, MRL, IRL).</li><li>
System Physical Architecture and Design: the SEIT Lead shall ensure that product line design teams generate sufficient analysis and documentation to close gaps between platform installation and integration requirements. The SEIT lead shall be responsible for configuration management of design attributes (Size, Weight, Power &amp; Cooling; interfaces; performance; and roadmaps) to shape the integration and test strategies for several platforms. This requires the development and implementation of a rigorous process to ensure consistency and completeness across the portfolio.
</li><li>System Integration &amp; Test Strategy Development: the SEIT Lead shall be responsible for ensuring product team integration and test plans align with prime customer needs and schedules. The SEIT Lead shall ensure that clear and consistent assumptions and methodologies are present in individual program schedules and risks. This requires consistent coordination with senior design engineers and system architects across all divisions with inputs from the Chief Engineer and System Architect.</li><li>
SEIT Proposal Leadership: the SEIT Lead shall support reviews of DSO proposals to ensure that systems engineering, integration, and test scope and events (SRR, SFR, SDR, PDR, CDR, SVR, TRR) meets standards laid out in CO E100.</li></ul> 
 
This position is contingent upon the successful transfer of an active U.S Government Secret Clearance and the ability to obtain Special Program Access (SAP). 
 
Basic Qualifications:<ul><li>
Bachelor&rsquo;s degree with 14 years of experience, master's degree with 12 years of experience or Ph.D. with 10 years of experience in Science, Technology, Engineering, Mathematics, or related technical fields; an additional 4 years of experience may be considered in lieu of a degree.</li><li>
U.S Citizenship is required.</li><li>
A current / active U.S Government Secret Clearance.</li><li>
Ability to obtain Special Program Access (SAP).</li><li>
Understanding of U.S Government systems engineering principles (e.g. requirements and CONOPS definition, architecture development, integration and test).</li><li>
Experience leading Integrated Product Team (IPT) initiatives, driving technical direction and fostering cross functional collaboration.</li><li>
Experience creating and maintaining project schedules, aligning milestones with program goals and ensuring timely delivery of key results.</li><li>
Experience with developing and executing project schedules.</li></ul>
Preferred Qualifications:<ul><li>
Advanced degrees in Engineering, Computer Science, Applied Physics, Applied Mathematics, or a related technical field.</li><li>
Active Top Secret U.S Government Clearance or higher.</li><li>
Experience with customer engagements at technical and programmatic levels.</li><li>
Domain expertise in defense sensor systems, including hardware security, embedded software and firmware development.</li><li>
Experience with the technical development and direction for many aspects of engineering on a program, including design, development, implementation, testing, and delivery of product to a customer.</li><li>
Experience coordinating with external subcontractors, primes, and/or suppliers.</li><li>
Experience at implementing a tailored SE approach for complex projects, including development of Systems Engineering Management Plans (SEMP), Engineering and Risk Review Boards, and Data/Configuration Management.</li></ul>

Primary Level Salary Range: $184,100.00 - $276,100.00
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results.
