The role
We are seeking a highly experienced Resident Engineer/ Construction Supervision Manager to lead construction supervision activities for a major water infrastructure project. The successful candidate will oversee the delivery of critical water transmission, pumping, and distribution assets, ensuring construction, testing, commissioning, and handover activities are completed in accordance with project requirements, international engineering standards, and quality expectations.<ul><li>
Lead and manage a multidisciplinary site supervision team responsible for the delivery of major water infrastructure works.</li><li>
Oversee construction, testing, commissioning, and handover activities for water transmission, pumping, and distribution facilities.</li><li>
Act as the primary liaison between the client, contractors, and project stakeholders to ensure effective coordination and project delivery.</li><li>
Review engineering submissions, technical documentation, and construction methodologies to verify compliance with project requirements and applicable standards.</li><li>
Monitor project progress, quality, safety, resource utilization, and construction performance across multiple work fronts.</li><li>
Facilitate technical and progress review meetings with project stakeholders and support timely resolution of construction and contractual matters.</li><li>
Oversee inspection, testing, commissioning, and performance verification activities to ensure infrastructure assets meet operational requirements.</li><li>
Lead contract administration activities, including assessment of variations, claims, payment applications, and project close-out documentation.</li><li>
Provide strategic advice on project risks, technical challenges, and contractual issues while supporting successful project outcomes.</li><li>
Prepare progress reports, presentations, and project documentation while promoting knowledge sharing and effective team development.</li></ul>
With a track record of achievement in a related role, you will have gained your experience in a consultancy environment and have a passion for building trusted relationships to drive positive change and win new work.
Suitable applicants will have/be:<ul><li>
Master&rsquo;s degree in civil engineering, or related discipline.</li><li>
Minimum 20 years&rsquo; experience in engineering, construction supervision, or infrastructure project delivery, including senior leadership roles on major projects.</li><li>
Demonstrated experience as a Resident Engineer, Project Manager, Construction Manager, or similar leadership role on large-scale infrastructure, utilities, water, transportation, or industrial projects.</li><li>
Extensive experience working under internationally recognized forms of contract, including FIDIC.</li><li>

 Monitor the EPC contractor HSE Management System and provide advice and assistance to EPC HSE managers so they comply in a consistent way to reduce the risk to the project employees and the environment.

 Ensure EPC contractor subcontractor selection (ITB) processes are developed and implemented on a timely basis in accordance with KOC expectations.

 Provide advice and guidance to the EPC contractor management team on HSE issues through the interpretation of KOC policies and statutory requirements.

 <li>
 Ensure EPC contractors establish and maintain statistical data concerning all matters of health and safety, training programs with which to provide a basis for development of further health and safety activities, to highlight trends for future action.

 <li>
 Monitor compliance with all Kuwait legislative requirements including the dissemination of information to PMC and EPC managers and employees regarding amendments/ additions to requirements as they come into effect.

 Review EPC contractor Safety Management System and advise of required changes. Develop and maintain professional relationships with KOC, regulatory bodies and EPC contractor to foster the professional image of WorleyParsons.

 <li>
 Visit the project site on a regular basis to ensure interest and awareness of HSE is maintained, conduct regular safety talks and safety training sessions relative to the nature of activities being undertaken.

 Other key activities shall include but not be limited to the following:

 Pro-actively visit site and with the EPC contractor implement safety measures- promote/ensure safe work practices.
 </li>
 <li>
 Ensure quality safety observation program is implemented and maintained on each site/project and ensure follow up on findings.

 Assist EPC contractor construction management personnel in identifying hazards and in planning and organizing the work such that a safe working environment is maintained.

 Assist EPC sub-contractor Safety advisors and site management in the development and revision of specific site safety programmers.

 Maintain a HS&amp;E audit and assessment program for the location.
 </li>

 Carry out regular inspections of the work areas with the respective EPC contractor line manager and or HSE representative and prepare reports.

 Disseminate safety information throughout the workplace via bulletin boards, posters, newsletters etc.

 Qualification

 Bachelor's degree in engineering (Mechanical, Chemical, Petroleum, Fire &amp; Safety, Environment, Production, Industrial, Electrical, Instrumentation or Civil.)

The ideal candidate will have well-established relationships with engineering consultants, main contractors, and end clients, and will be capable of leading a sales team while personally driving key account development.  Strong existing network of relationships with engineering consultants, MEP contractors, and procurement decision-makers in the Kuwait market.
 </li>
 <li>
 Proficiency in lighting design and calculation software (DIALux, Relux, or equivalent) is a strong advantage.

 Solid commercial acumen with experience in tender preparation, BOQ analysis, and contract negotiation.
