Role Summary
The Analytics Product Manager delivers strategic analytics to Value-Based Platform (VBP) products, translating product goals and workflows into actionable analytics to support measurable clinical and financial impact for the patients we serve. This role bridges business stakeholders, analytics teams, and product leadership - leveraging best practices, deep healthcare domain knowledge, and data-driven decision-making to maximize the value and adoption of operational and strategic analytics products across Risant Health's VBP. Qualifications 
Education<ul><li>
Bachelor's degree required in Data Science, Health Economics, Computer Science, Biostatistics, or a related quantitative or healthcare analytics field.</li><li>

The Analytics Program Manager for Foundational Platform will ensure immediate needs are served through interim platform capabilities while pursuing the long-term architecture vision that is needed for Risant.
Job Responsibilities
Technical Program Management &amp; Roadmap Planning: Coordinate delivery for the Foundational Platform build, balancing across interim solution build and long-term platform implementation. Working closely with Risant Technology and business partners, define and maintain a roadmap with tracked dependencies and release schedule that consists of sprints that combine data, analytic and technology outputs that cumulatively deliver business value.
Business &amp; Requirements Ownership: Partner closely with business teams to drive alignment between strategic goals and execution scope. Own business requirements gathering and documentation for the platform, including for member/patient master data management (MDM), provider MDM/hierarchy, and other core data models. Translate business needs from analytics pods, RHOs and other stakeholders into requirements for Architecture &amp; Engineering teams and coordinate with those teams on technical designs to ensure capabilities meet business requirements and scalability needs. Budget and Investment Oversight: Partner with D&amp;A Portfolio Lead and Risant Technology partners to prioritize platform investments against competing analytics delivery needs. Support budget planning and vendor procurement processes for platform tools, technologies, and services.
Risk &amp; Change Management: Proactively identify, assess, and mitigate program risks and issues, escalating when necessary. Overview:
 
Wind River is seeking a strategic and industry-savvy and result-driven Marketing Manager to drive awareness and demand for our solutions across the global Aerospace, Defense, and Government (ADG) sectors. This role requires a deep understanding of the ADG landscape&mdash; including its technologies, buyer personas, and regulatory environment&mdash;and the ability to translate that knowledge into compelling messaging, content, and campaigns. The ideal candidate has a proven track record in marketing embedded and intelligent edge solutions to A&amp;D and government buyers, with a focus on pipeline growth.
As a key member of the marketing team, you&rsquo;ll collaborate with Sales, Product, and Partner teams to develop and execute targeted campaigns that resonate with technical and executive audiences. You&rsquo;ll craft thought leadership and content that positions Wind River as a trusted voice in the industry, while driving measurable impact on pipeline growth and market visibility.
What You&rsquo;ll Do:
<ul><li>Serve as a subject matter expert on the ADG industry, staying current on market trends, regulatory developments, and customer needs.

</li></ul>What You&rsquo;ll Bring:
<ul><li>7+ years of experience in marketing to A&amp;D and Federal Government sectors, including ground, air, naval, space, and civilian agencies (Homeland Security, Veterans Affairs, Social Security Administration, Treasury, Health and Human Services, etc )
</li><li>Demonstrated expertise in embedded and intelligent edge technologies, with a strong grasp of their strategic applications in the Aerospace, Defense, and Government (ADG) sectors.
</li><li>In-depth knowledge of defense industry buyer personas, including prime integrators and emerging/non-traditional contractors.
</li><li>Well-versed in the regulatory landscape governing the ADG industry, with the ability to interpret and translate complex requirements into compliant, market-relevant messaging.

The annual base salary range for this role&rsquo;s listed grade level is $ 120,000 to $ 180,000 plus a bonus for Colorado, New York, and New Jersey residents, and $ 150,000 to $ 200,000 plus a bonus for SF Bay Area, Greater Seattle, NYC, and Washington, DC, residents. Salary ranges are determined through interviews and a review of the education, experience, knowledge, skills, location, and abilities of the applicant, and equity with other team members. The Innovation and Technology Division (ITD) at the Department of Commerce supports the agency&rsquo;s mission by delivering secure, modern, and innovative technology services that drive operational efficiency and digital transformation across all divisions. The division is responsible for maintaining core information technology (IT) infrastructure, supporting enterprise applications, and aligning technical solutions with strategic agency goals. 
 
This position serves as the Information Technology (IT) Data Manager within ITD, reporting directly to the Deputy Chief Information Officer. As an IT Data Manager, this role provides strategic leadership and expert consultation to the CIO, ITD leadership, and agency executives to ensure that enterprise data systems, governance, and analytics capabilities are aligned with Commerce&rsquo;s strategic priorities and statewide data initiatives. 
 
The IT Division supports the entire agency through three primary sections: 
<ul><li>Digital Innovation &amp; Enterprise Cloud Platforms</li><li>IT Operations</li><li>Enterprise IT Governance and Risk</li></ul> 
The IT Data Manager is responsible for leading the planning, development, and administration of enterprise data platforms and services. This includes setting data management policies and standards, overseeing data architecture and integration, and directing professional IT staff to deliver secure, scalable, and high-impact data solutions that support agency operations, external partnerships, and public-facing services. 
 
This position plays a critical role in shaping the agency&rsquo;s data strategy by coordinating cross-functional data initiatives, aligning data investments with business needs, and ensuring compliance with legislative, regulatory, and privacy requirements. The IT Data Manager also leads the agency&rsquo;s data governance efforts, ensuring data quality, accessibility, and integrity across systems. 
 
In addition, this position provides oversight and leadership for the data engineering and analytics teams, ensuring consistent application of data management methodologies, resource planning, and performance reporting across all data initiatives. The IT Data Manager supervises a team of data professionals responsible for delivering complex, high-risk, and cross-agency data solutions in alignment with the agency&rsquo;s strategic plan and enterprise data architecture. 
 
The IT Data Manager is responsible for overseeing the planning, development, implementation, and administration of enterprise data systems that support the acquisition, storage, integration, and retrieval of data across the organization. This position ensures data integrity, availability, and security while aligning data strategies with organizational goals. The role requires advanced technical knowledge, strategic planning, and supervisory responsibilities over professional IT staff.</div>
<div><h2 class="jobSectionHeader">Duties</h2></div>
<div><div>Direct the strategic planning, governance, and enterprise-wide coordination of IT data systems by managing teams, resources, and policies that ensure secure, high-quality, and accessible data to support agency-wide decision-making, compliance, and operational effectiveness. 
Tasks include: 
<ul><li>Lead the development, implementation, and continuous improvement of the agency&rsquo;s data governance framework for all IT business systems.</li><li>Oversee the definition and documentation of enterprise data requirements ensuring alignment with Washington State policies and standards.</li><li>Supervise and coordinate cross-divisional collaboration to establish and maintain consistent data governance practices, including data categorization, storage, and classification.</li><li>Manage the development and maintenance of the agency&rsquo;s enterprise data catalog, including metadata, storage locations, Washington Technology Solutions (WaTech) security classifications, and governance documentation.</li><li>Direct the planning and implementation of metadata standards, data dictionaries, and data mapping for the agency&rsquo;s data warehouse and core administrative systems.</li><li>Review and approve data sharing agreements and ensure legal compliance, risk mitigation, and appropriate protections for sensitive data.</li><li>Collaborate with the Chief Data Privacy Officer on privacy reviews and guide program staff in defining data collection strategies that align with the Washington State Agency Privacy Principles.</li></ul>
&bull; Design and manage internal data workflows and procedures that support integrated data use across collection, storage, release, and reporting functions. &bull; Enforce and monitor compliance with digital product and data standards across all agency-approved tools and platforms. 
<ul><li>Lead the development and maintenance of agency-wide data governance and access policies in collaboration with division leadership.</li><li>Manage the technical assistance request process, including staff assignment, workload balancing, and performance monitoring to ensure timely and effective resolution.</li></ul> 

Direct data strategy and governance, including data architecture, integration standards, master/metadata management, and BI/reporting capabilities; collaborate with the Application Development Manager to align APIs, schemas, and overall software development practices with the agency&rsquo;s data strategy. 
Tasks include: 
<ul><li>Oversee the design, maintenance, and enhancement of the agency&rsquo;s data strategy and governance in collaboration with the Application Development Manager.</li><li>Manage the preparation, cleaning, transformation, loading, and storage of data across multiple platforms, including enterprise databases, GIS, and business intelligence tools.</li><li>Direct the use of Structured Query Language (SQL), Python, and other data tools to extract, analyze, and report on data from systems such as ESRI ArcGIS, Tableau, Power BI, and Dataverse.</li><li>Lead the development and integration of datasets and dashboards for internal and external reporting, ensuring alignment with business requirements and data governance standards.</li><li>Evaluate and resolve complex data integrity issues, determine appropriate data cleansing strategies, and implement solutions to improve data quality.</li><li>Analyze the impact of changes to data structures, application logic, and design patterns, and document technical recommendations and implementation plans.</li><li>Serve as a liaison between business users and technical teams to translate business needs into functional data solutions.</li><li>Collaborate with program owners, business analysts, and IT developers to ensure that proposed data solutions meet business and technical requirements.</li><li>Provide leadership in planning and designing application enhancements that support efficient data workflows and reporting capabilities.</li></ul>

2. Data governance &ndash; Establishing and enforcing data policies, standards, and practices that ensure data quality, integrity, privacy, and compliance across all IT systems, while leading cross-functional initiatives to align data management with regulatory and strategic requirements. 
3. Data architecture &ndash; Planning, designing, and modernizing the structural framework for enterprise data systems, integrating emerging technologies and aligning platforms with organizational goals to enable scalable, interoperable, and future-ready data solutions.

Associate&rsquo;s degree in IT program or closely related field and six (6) years of recent professional experience listed above.
