We are seeking a <b>Construction Manager &ndash; Construction Administrator</b> to support the Electronic Health Record Modernization (EHRM) infrastructure upgrades across Lake City VA Medical Center (Lake City VAMC). You will be responsible for providing a comprehensive program of Project Engineering, Planning, Scheduling, Design reviews and Value Management Assessments, Safety Compliance Reviews, Monitoring and Testing Compliance, Record Keeping, Cost Estimating /Budget Control, and Change Management Documentation Management.</p>
<p>
Salary range for this position is $100,000 &ndash; 115,000/year (range varies depending on experience and qualifications).</p>

<p><b>
Key Responsibilities:</b></p>
<ul>
<li>Maintain accurate project tracking reports (PTRs), budgets, schedules, and documentation in compliance with VA standards and approved project scopes.</li>
<li>Conduct detailed technical and constructability reviews of re-designs and future EHRM project designs; verify compliance with codes, scope, and budget; and provide written comments and recommendations to the COR.</li>
<li>Review A/E cost estimates, monitor overall project budgets and funding, analyze pay applications, track cost projections, and promptly notify the COR of potential overruns or funding issues.</li>
<li>Prepare and review project schedules, monitor progress, evaluate contract modifications and change requests, assist with procurement activities in accordance with FAR, and provide analysis on bids and contract actions to the COR.</li>
<li>Inspect construction work for compliance, monitor safety and labor standards, track defects and omissions, review submittals and shop drawings, prepare required reports, and coordinate project-related activities, including furniture moves.</li>
</ul>
<p><b>Qualifications to be successful in the role:</b></p>
<ul>
<li>Degree from an accredited institution of higher learning and/or evidence work experience or knowledge to compensate for absence of higher education. Minimum of three (3) years of construction work experience may be substituted and will be reviewed for acceptability in lieu of education</li>
<li>In-depth knowledge of building codes, permitting, regulations, materials, methods, and construction processes and compliance throughout the project lifecycle.</li>
<li>Proficient in the use of computer software to create drawings or virtual models of design elements.</li>
<li>Strong knowledge of applicable codes and standards, including healthcare regulations and safety standards.</li>
<li>Excellent communication skills, both oral and written, with experience in preparing reports and briefing management.</li>
<li>Ability to lead multiple projects simultaneously, manage conflicts, and solve complex problems.</li>
<li>Knowledge of safety practices, including OSHA requirements, and familiarity with modern construction products and techniques.</li>

Assist with the bi-monthly State Library Resource Commission meetings, SLRC Manager meetings, Maryland Library Association Legislative Panel and other meetings facilitated by the Chief. Read, route, and distribute incoming mail and other material, and prepare routine letters and emails composed by the Chief of SLRC.</div></li><li><div>
Assist with scheduling and confirming appointments for the Chief of SLRC.</div></li><li><div>
Answer telephone and email requests, and will provide referrals to other Library departments and offices understanding the Library&rsquo;s organizational and reporting structure. Answer all calls coming into the SLRC office, and be responsible for checking and responding to voice mails.</div></li><li><div>
Primary support for the Chief of SLRC and will also support other positions in the SLRC Office and the SLRC Management Team. Support for additional individuals or departments may arise on a temporary basis.</div></li><li><div>
Prepare check requests for approval and signature, and will track annual expenses across several different budgets for the SLRC Departments, SMT, and the Chief. The person in this position will verify travel, training, and other expenses for the aforementioned groups before submitting the documents for the Chief&rsquo;s signature.</div></li><li><div>
Responsible for other fiscal responsibilities including tracking and filing credit card reports and receipts, contracts, and other documents related to the business of the Library.</div></li><li><div>
