The Graduate Engineer aids Project Managers with reviewing, planning, designing, and managing subdivision drainage improvement and/or road &amp; bridge projects. The position is supervised by a Project Manager or Senior Project Engineer and will work with contractors, consulting firms, labs, coordinating agencies, and outside organizations to identify and resolve issues during the study, design, and construction phases of projects.</p><p><b>
Job Duties:</b></p><ul><li>
Assist with drainage studies and preliminary design issues, such as geotechnical evaluation, environmental studies, and utility coordination.</li><li>
Conduct engineering studies under the guidance of a Project Manager or Senior Project Engineer.</li><li>
Assist with the review of preliminary engineering reports and feasibility studies, including evaluating design alternatives for subdivision drainage improvement projects, assessment of water distribution systems, wastewater collection systems, roadway design, right-of-way acquisitions, and drainage/storm water engineering.</li><li>
Review and/or develop the initial project schedules, budget, and scopes for projects.</li><li>
Attend meetings with project managers and engineers in support of the projects assigned.</li><li>
Provide Quality Assurance/Quality Control for final reports, plans, and studies.</li><li>
Engage with grant projects, including managing payment and reimbursement schedules.</li><li>
Coordinate with utility, permitting, and other government agencies, as required.</li><li>
Respond to public or other inquiries relative to specific projects, and provide appropriate verbal and/or written response.</li><li>
Assist in the preparation and maintenance of various material and construction cost databases.</li><li>

DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS</i></b><br>
This Graduate Engineer will provide essential technical and project support for current and future Capital Improvement Plan (CIP) projects related to lift stations and force mains within the City of Houston. Many of these projects are mandated under a federal Consent Decree, making this position critical to ensuring compliance with Environmental Protection Agency (EPA) deadlines and applicable federal and state regulations.</div><br>
This role supports the successful delivery of wastewater infrastructure projects through project management assistance, technical reviews, interagency coordination, and field oversight. The Graduate Engineer will work closely with the Capital Projects team, consultants, contractors, and WWOPS maintenance staff to help ensure projects are delivered on schedule and in compliance with all requirements<div><br>

Key Responsibilities</i></b></div><ul><li>
Assist with the management and delivery of current and future lift station and force main CIP projects.</li><li>
Support efforts to ensure City of Houston compliance with EPA deadlines and regulatory requirements.</li><li>
Review CIP and interagency design submittals and Requests for Information (RFIs).</li><li>
Respond to technical inquiries from CIP teams, contractors, consultants, and maintenance staff.</li><li>
Represent WWOPS at monthly progress meetings, field meetings, and site visits.</li><li>
Coordinate Notices of Assistance (NOAs) with the Capital Projects team and WWOPS maintenance staff to prevent construction delays.</li><li>
Assist in preparing, maintaining, and updating project documentation, including tracking spreadsheets, work order invoices, and related records.</li><li>
Support the preparation of GIS maps and extraction of relevant project data.</li><li>
Assist with the conveyance and review of non&ndash;City-owned facilities, Extra-Territorial Jurisdiction (ETJ) projects, and developer-led projects to ensure compliance with current City standards and requirements.</li></ul><div><br>

<div><p>The Rotational Engineer is an entry-level engineering position for December 2025 or May 2026 graduating engineers. Rotating through each of the core business sectors of ABS, the rotational engineer will spend four months each working in engineering, survey, and technology.
