DESCRIPTION OF DUTIES / ESSENTIAL FUNCTIONS 
The Houston Information Technology Services (HITS) Network &amp; Data Services team supports an infrastructure that consists of more than 350 sites spread across the City of Houston. This includes thousands of network devices and multiple datacenters which collectively support the needs of over 20,000 city employees and 23 city departments including mission-critical public safety services. This IT Architect &ndash; Infrastructure position is crucial to helping the City of Houston to develop and maintain a robust, resilient, and secure network infrastructure. 
 
This position provides technical guidance to the Firewall &amp; Network Security Services team made up of operations and maintenance analysts, technicians, and/or engineers and requires expert level technical knowledge in performing analysis/troubleshooting of complex software, hardware, and transmission facilities. The position provides guidance and direction for planning and engineering efforts and test/evaluation programs to include the installation and on-going administration and support of the associated network security infrastructure (Firewall, Intrusion Prevention/Detection, Content Filtering, VPN). The Architect will maintain complete records of the devices and applications that they support to include drawings, written descriptions, and equipment configurations. 
 
The candidate will play a major role in the overall network and network security architecture, provide technical guidance to junior team members, complete tasks at the highest level of technical difficulty, and maintain professional communication with business stakeholders and customers. The IT Architect heavily influences the overall network security technology road map, design, and architecture standards and partners with city departments to develop solutions that meet the needs of the city.

Prior experience with FBI CJIS requirements and familiarity with FIPS 140-2 is preferred but not required. Candidate must successfully pass a CJIS background investigation with the Houston Police Department within 6 months of hire. 
 
WORKING CONDITIONS

Job Description 
We seek a highly skilled and motivated Senior Network Engineer to join our engineering client on a contract-to-hire basis. This opportunity entails being responsible for leading large and/or complex Aviation projects. Responsible for the coordination of all project efforts, administrative and technical, to assure the most efficient and cost-effective execution of assigned projects. Serves as primary liaison contact with clients to bring projects to completion on schedule, within budget and with maximum client satisfaction.
What You'll Do:
<ul><li>Responsible for preparation of strategic plans for project success. Serves as the primary client liaison to bring the schedule, budgets and scope of work to completion and to the client&rsquo;s satisfaction.</li>
<li>Actively manages client&rsquo;s budget, schedule and program as well as HNTB&rsquo;s budget and schedule. Administers project communications and documentation. Oversees office administrative tasks and project team assignments.</li>
<li>Estimates fees, determines scope of work, and prepares proposals and contracts on small to medium size projects.</li>
<li>Responsible for the coordination of all project efforts, both administrative and technical, to assure the most efficient and cost-effective execution of assigned projects.</li>
<li>Coordinates work efforts and reviews work performed.</li>
<li>Integrates quality control measures during all phases of design.</li>
<li>Performs other duties as assigned.</li>
</ul>What You'll Need:
<ul><li>Bachelor&rsquo;s degree in Architecture, Interior Architecture, Interior Design, or related field and 12 years of relevant experience</li>
<li>4 years of successful management of Architecture projects</li>
</ul>What You'll Bring:
<ul><li>Revit skills</li>
<li>History of successful leadership on complex Aviation projects</li>
<li>Experience leading projects and teams on complex Aviation projects</li>
</ul>What We Prefer:
<ul><li>Registered Architect - Licensed</li>
<li>15 years of relevant experience in Aviation and Airport related project deliveries.</li>
<li>HAS experience</li>

Job Summary
Manages an assigned operational segment of Engineering by directing, developing, communicating, and implementing the company's direction and strategic goals. Contributes to business development and marketing internally to the company's employees as well as externally to the clients. Monitors and supports the pursuit of viable opportunities by supplying the resources and training necessary to assess, screen, and prioritize opportunities to optimize utilization of resources. Identifies market trends, applications for existing and new technologies, and communicates best practices throughout the company as assigned. Optimizes results for customers as well as the company by establishing goals and objectives for operations and making operational decisions. Contributes to the early development of strategy through the implementation and execution phases. Typically requires an undergraduate degree in a related technical field and 10-12 years&rsquo; industry experience.
Roles and Responsibilities
<ul><li>Responsible for study, design, specification and services of transportation systems (road, rail, airport, seaport), bridges, infrastructure, drainage, underground utilities, hydrology/hydraulics, water treatment and distribution, wastewater collection and treatment, water resources and raw water supply, tunnels, geotechnical design, and other civil engineering works.
</li><li>Under broad direction, supervises and leads a group of engineers.
</li><li>Sets the technical standards and procedures of a group of engineers and designers.
</li><li>Conducts various aspects of performance management such as performance appraisal or counseling of employees with behavior or technical performance problems and assists in the interviewing, hiring, and assignment of new personnel in the discipline.
</li><li>Job role is responsible for a measurable asset such as an assigned staff and budget.</li><li>
Provide required training to maintain a proficient workforce and ensure compliance on CE related</li></ul>
inspections. Inspections shall include but are not limited to USAFE/AFIA Management Internal Control Tool Set (MICT) directed Self Inspections, Unit Effectiveness Inspection (UEI), Environmental Management System (EMS) Audits, internal self-inspections, and Staff Assistance Visits (SAVs).<ul><li>
Submit data for the preparation of annual USAFE Civil Engineering awards, Installation Excellence awards, and other award submission packages.</li></ul>
Basic Qualifications
<ul><li>US Citizenship</li><li>
U.S. Secret Clearance required.</li><li>
Shall possess a Bachelor&rsquo;s degree in Engineering or Architecture from an ABET accredited college or university, or approved equivalent.</li><li>
Registered as a Professional Engineer (PE) or Registered Architect (RA).</li><li>
Shall have DoD installation-level working experience.</li><li>
Shall have ten years (5 of the 10 years in supervision) experience in engineering design, construction, maintenance, repair, operation of major real property facilities, facilities programming and planning, and the formulation, coordination, and administration of civil engineering plans and programs.</li></ul>
