Work Interactions

The Capital Projects Manager (CPM) position is part of the District of Columbia Public Library (DCPL) Capital Planning and Construction division.
The District of Columbia Public Library is a vital and cherished institution with significant ongoing investments in new and modernized libraries across all eight wards. Beautiful, award-winning, well-loved libraries make up the Library Built environment within the District and are benchmarked nationally and internationally.
Capital Planning and Construction is responsible for new construction and renovations with a strong commitment to excellence in the civic built environment. We are focused on creating civic destinations that are context-sensitive, human-centered, and climate-forward.
The position reports to the Director of the division.
The position is primarily based out of MLK Jr. Memorial Library, a landmark, and celebrated central library that reopened after an extensive $200M+ renovation in 2020. This position is one-year term renewable year over year, subject to performance, compatibility of skillset to project phase and continued funding.
The position will have significant impact both within and outside the DC Public Library in safeguarding and enhancing credibility within the communities, District administration and agencies, as well as with design and construction industry partners.
The CPM will routinely collaborate with internal library team members, design &amp; construction firms, trade contractors, utility companies, furniture, fixtures and equipment suppliers, other service providers, and district agencies. 
MAJOR DUTIES AND RESPONSIBILITIES<ul><li>
The CPM will support human-centered and inclusive design that is responsive to the needs of the community with age-appropriate environments that accommodate a diverse range of library patrons and facilitate various activities.</li><li>
The CPM will shepherd the delivery of the assigned new construction and renovation projects within the Library Built Environment Roadmap within budget and on time while adhering to safety and compliance requirements.</li><li>
The CPM will seek guidance as needed to then independently manage and monitor the simultaneous design, construction or renovation of 1 to 2 library projects.</li><li>
With direction from the Director, CPM will contribute to the projects that are climate-forward, net-zero energy ready.</li><li>
The CPM will support design and construction that integrates advanced building systems, including acoustics, mechanical, electrical, plumbing, building automation, AV technology, and security, into resilient and vibrant interior spaces within a high-performing building envelope.</li><li>
The CPM will collaborate with the CPM team to make recommendations to the Division head for approval, to enable timely decisions, holding collaborators and contractors accountable, and initiating corrective actions when needed.</li><li>
The CPM will be extremely organized and maintain strict project records including document control and flow.</li><li>
The CPM will formulate and refine succinct scopes of work, propose project delivery methodologies, formulate well thought through conceptual schedules, and market informed cost estimates and budgets.</li><li>
The CPM will anticipate and proactively initiate administrative, technical, and fiscal actions to mitigate risks to scope, schedule, budget and compliance.</li><li>
Based on the needs of the project, the CPM will enable preliminary feasibility studies, site due-diligence investigations, geotech borings, Phase I &amp; II environmental assessments, and map out the regulatory process to validate the project&rsquo;s scope, budget, schedule for the project.</li><li>
During the solicitation process, the CPM will collaborate with the procurement team in selection of the most qualified consulting design, engineering, construction firms and or other contractors. The CPM will provide the Director of Capital Projects a detailed recommendation for award of contract. The CPM will support contract negotiation and contract issuance process including tracking the budgetary and legal sufficiency packages required for Council award.</li><li>
Upon award of contract(s), the CPM will serve as the contract administrator, and onboard the selected firm(s) ensuring compliance with all contractual and fiscal statutory requirements throughout the contract term. The CPM will, as required, serve as the contract administrator for assigned contracts and review contractor performance and ensure timely payment for rendered services. The CPM will, as required, serve as a panel member to support team members shepherding concurrent Capital projects.</li><li>
During the design process, the CPM will collaborate with consulting design partners to establish and maintain alignment with goals, budget, and schedule, while proactively mitigating risks to success.</li><li>
The CPM will monitor projects and flag to the Director any deviation from program goals, agency policies, schedule changes, and changes to the objective performance and operational characteristics of the project.</li><li>
For each phase of the design process&mdash;starting with building program finalization, through concept, schematic design, design development, permitting, construction documents, and GMP finalization&mdash;the CPM with guidance from the Director monitor, and review narratives, drawings, presentations, and specifications.</li><li>
At the culmination of each phase, the CPM will ensure alignment with project goals by informing, consulting, seeking input, and obtaining support or approval from relevant internal and external stakeholders and regulatory entities.</li><li>
The CPM will have the ability to effectively collaborate with internal staff &amp; external partners who possess extensive knowledge and background in urban development, engineering and architecture.</li><li>
The project manager will collaborate with internal and external partners/stakeholders for resolution of complex routine challenges throughout the project lifecycle to ultimately enable successful completion.</li><li>
During construction, the CPM will review submittals, ASIs, RFIs, and onsite conditions to ensure adherence to design intent. The CPM will work with design and construction partners to resolve conflicts arising from interpretations of drawings and specifications.</li><li>
The CPM will perform site inspections, monitor construction quality, ensure compliance with safety and labor laws, adherence to project schedules, and cost control.</li><li>
The CPM will integrate library stakeholders at appropriate points during construction to facilitate a smooth project acceptance process, including equipment start-up, commissioning, testing, training, and staff move-in.</li><li>
The CPM will also manage the hand-off of record drawings, specifications, and warranty documents.</li><li>
The CPM will apprise and provide the Director of Capital Planning &amp; Chief Procurement Officer with justification for the need for contract change orders related to cost or schedule based on an exhaustive review of site conditions, field measurements, and basis for change in cost or schedule.</li><li>
The CPM will be responsible for timely issuances of payments for design and construction services rendered and for ensuring all project closeout requirements have been met.</li><li>
The CPM, in conjunction with the design and construction partners, shall support coordination operations with any District and Federal and agencies with jurisdictions through the planning, design and construction phases.</li><li>
The CPM will support the Director of Capital Projects, District agencies, contractors and vendors as required for stewardship of the Library built environment.</li><li>
The CPM performs related duties as assigned.</li></ul> 
MINIMUM QUALIFICATION REQUIREMENTS<ul><li>
Must possess a Bachelor&rsquo;s Degree from an accredited college or university in either of the following disciplines: Architecture, Interior Design, Building Technology, Engineering, Real Estate, Construction Management, Environmental Science or other related fields. LEED accreditation, professional registration.</li><li>
A minimum of 3 years in the AEC (Architecture, Engineering, and Construction) industry with a minimum of 1 year within an owner&rsquo;s project delivery team.</li><li>
 Experience in planning, design and construction of typologies such as mixed-use, Cultural, Retail, Civic, or innovative workspace and learning environments.</li><li>
Experience of successful delivery of built environment projects while being proactive, collaborative, ethical, and credible.</li><li>

Provides a variety of moderately complex medical office support/clerical/secretarial functions for one or more medical professional or research staff.
Primary Duties and Responsibilities 
<ul><li>
Receives and screens telephone callers and visitors to the office. Responds to a variety of inquires referring the inquiries of a technical nature to an appropriate staff member. Takes and forwards messages.</li><li>
Schedules patients' appointments and assists in the scheduling of the patients' appointments with other medical offices. Coordinates physician(s)' calendar including patient appointments surgeries meetings etc.</li><li>
Transcribes dictation including patient narrative and/or discharge summaries general correspondence and memoranda. Types letters requisitions reports etc. from handwritten copy and/or notes.</li><li>
Answers requests for new prescriptions and refills; submits requests to physician for authorization. Calls in prescriptions to pharmacy.</li><li>
Completes preliminary registration for new patients and updates information on existing patients (inpatients and/or outpatients); obtains necessary recertification/verification/ referrals signatures copies of insurance cards etc. May coordinate pre-admission testing.</li><li>
Enters physician charges into billing system ensuring appropriate insurance coverage and providing Patient Billing Services with appropriate referrals authorizations and operative reports. May review ICD-10 codes; works with medical personnel to reconcile errors and inconsistencies. Responds to billing related inquires from patients and/or Patient Billing Services. Accepts co-payments; may deposit payments or forward them to appropriate personnel.</li><li>
Establishes and maintains a variety of files records logs charts etc. including departmental files. Retrieves files records charts and/or the information therein as necessary.</li><li>
Receives opens and date stamps incoming mail. Reviews sorts and/or directs mail to the appropriate person in accordance with departmental policy.</li><li>
May prepare exam room(s) between patients based on procedure and may assist physician in exam/procedure.</li><li>
Maintains office supplies and may assist in maintaining medical supply inventory for the department.</li><li>
May compile information for procedure and on-call schedules. Posts and distributes schedules to appropriate personnel revising schedules as necessary.</li></ul>
Minimal Qualifications
