Responsibilities:
<p>
Candidates must have extensive knowledge of cybersecurity topics and federal mandates related to cybersecurity and privacy. Candidates must have experience creating and editing cybersecurity and privacy related policies, procedures, handbooks, and other directive documentation for federal government customers. Candidates must show attention to details and possess strong in-person, written, and verbal communication skills. Candidates will have direct experience in the skills and capabilities listed below and be able to support successful client results:</p><ul><li>
Remain knowledgeable on federal government guidance and requirements related to cybersecurity, privacy, and other relevant topics that have bearing on these areas (Example: Artificial Intelligence)</li><li>
Provide research and revision support for updates to policies, procedures, handbooks, and other documents as needed.</li><li>
Draft new policies, procedures, handbooks, or other documents as needed for key stakeholder review with compliance and verification matrices.</li><li>
Create and update cross walk documents to validate the accuracy of customer document citations and links.</li><li>
Create reverse cross walk documents to provide supporting validation for requirements cited in customer documents.</li><li>
Support the development of documentation to automate standard processes in ServiceNow in support of organizational cybersecurity and privacy related activities.</li><li>
Update customer documentation to correctly align with current key customer cybersecurity Roles and Responsibilities.
</li><li>Support the customer&rsquo;s continuous feedback process utilizing Microsoft Forms and GitHub to track and manage feedback for policy, procedures, and handbooks.
</li><li>Maintain continuous collaboration with customer key stakeholders to ensure effective incorporation of feedback and provide highest quality support.</li><li>
Ensure all customer cybersecurity and privacy policy documentation is reviewed and updated at least yearly, as needed.</li><li>
Provide ongoing support to the primary customer functional leads to ensure full coverage of their mission areas (cybersecurity and privacy).</li><li>
Perform continuous monitoring for key updates to organizational structure, security, and privacy requirements to ensure the customer&rsquo;s policy documents maintain compliancy and responsiveness to new initiatives such as organizational restructuring.</li></ul>
Qualifications:
<ul><li>Minimum of 5-8 years of experience developing and updating cybersecurity and privacy related policies, processes, handbooks, and other directive documentation.
</li><li>Bachelor&rsquo;s degree in Computer Science, Cybersecurity, Information Systems, Engineering, or other related disciplines.</li><li>
Extensive knowledge of national and international laws, regulations, and policies as they relate to cybersecurity and privacy.</li><li>
Expertise in Cybersecurity Principles, with knowledge of NIST Cybersecurity Framework and associated Special Publications.
</li><li>A cybersecurity certification such as CompTIA Security + required. A Certified Information Systems Security Professional (CISSP), Certified Information Security Manager (CISM), or Global Information Assurance Certification (GIAC) is preferred.
</li><li>Knowledge of cybersecurity principles, cyber threats, vulnerabilities, computer networking concepts and protocols, and network security methodologies.</li><li>

These issues include the changing nature of money and payments platforms in an increasingly digital environment; the potential benefits and risks associated with digital assets such as stablecoins and other digital currencies; the potential effects of artificial intelligence (AI) on payments; and the supervisory and regulatory framework for emerging payments platforms, activities, and institutions.</p><p>
The analyst will lead or contribute to a broad range of digital asset-related initiatives. This could include analysis of standards for interoperability between payment stablecoin issuers and the digital asset ecosystem and analysis of the stablecoin market.</p><p>
The analyst will also contribute to quantitative and qualitative policy research and analysis on digital assets, distributed ledger technology, AI, and other topics at the intersection of technology and payments, which includes drafting policy communications and participating in engagement with private and public sector stakeholders.</p><div><b><i>

WHAT YOU'LL DO</b></h2>
<p>
Reporting to the <b>Director of Policy &amp; Governments - Democracy &amp; Technology</b>, the <b>Senior Policy Counsel </b>will focus on <b>voting rights</b>, with a particular emphasis on state and local policy advocacy for election safeguarding, as well as protecting voting rights against redistricting and voter suppression legislation.</p>

YOUR DAY TO DAY</b></h2>
<ul><li>Advance civil liberties and civil rights in complex policy areas at the federal, state, and local levels, specifically advocating for a more representative, open, and accountable democracy, including by combatting voter suppression measures, achieving reforms that expand access to the ballot, advancing institutional reforms to the judicial and legislative branches, and other civil rights and civil liberties issues</li>
<li>Focus primarily on state and local policy, in collaboration with ACLU state affiliates, NPAD campaign leadership and staff, and other NPAD and Legal Department staff working on voting issues</li>
<li>Develop strategic legislative, campaign, and administrative policy options</li>
<li>Independently develop novel ideas and approaches to solving problems, in addition to sourcing existing policy ideas and approaches to civil liberties challenges</li>
<li>Independently draft bills and/or administrative rules/regulations at the state, local, or federal levels, providing content expertise as well as legislative and regulatory drafting knowledge</li>
<li>Prepare, provide guidance on and/or deliver testimony on pending legislation before congressional committees or federal regulatory agencies and draft or provide guidance on testimony to be delivered by ACLU state affiliates before legislative or regulatory bodies at the state and local/municipal levels, in collaboration with an affiliate</li>
<li>Lobby elected officials, their staff, and other public officials to support ACLU positions on pending legislation and policy initiatives</li>
<li>Support Division leadership and National and State Campaigns staff in preparing written materials, meeting with stakeholders, and advocating policies to internal and external audiences</li>
<li>Provide legislative counseling, including policy, legislative or legal analysis, strategic planning guidance, and tactical suggestions, to ACLU state affiliates to support of state and/or locally-based efforts</li>
<li>Coordinate and conduct in-depth civil liberties briefings for government officials as pertinent to advancing priority ACLU positions</li>
<li>Help coordinate a strategy designed to reach campaign goals or other policy/political outcomes across ACLU departments, ACLU state affiliates, and coalition partners</li>
<li>Work with National and State Campaigns and organizers in NPAD to advance campaign goals or other policy and political outcomes</li>
<li>Collaborate with other NPAD Policy and Government Affairs staff to ensure effective relationship management, coordination on Capitol Hill, and in state policy work, to achieve policy objectives</li>
<li>Participate as an ACLU representative in meetings of ad hoc lobbying and policy and/or political coalitions, as relevant</li>
<li>In collaboration with ACLU Communications staff and other key stakeholders, provide expert commentary to media, participate in media briefings, and draft and contribute to op-eds and other publications, as relevant</li>
<li>Organize, lead, and work with outside groups to bolster support for ACLU policy goals or to minimize opposition to those goals</li>
<li>Ensure key ACLU positions and documents are archived, and that vote recommendations on federal legislation are included in the ACLU scorecard</li>
<li>Provide subject matter expertise, advice, and support to colleagues in other Divisions as they develop and execute state/local campaigns in overlapping or related issue areas</li>
<li>Demonstrate an ability to be flexible and adjust priorities as necessary in order to adapt to a changing external environment</li>
<li>Engage in special projects and other duties as assigned</li>

<li>Demonstrated substantive expertise in civil liberties and civil rights law and policy, preferably with an emphasis on voting and elections</li>

<li>Experience with media and serving as a spokesperson for an issue, campaign, or cause; exceptional ability to explain, both in writing and orally, complex policy issues to both the general public and government decision-makers</li>

<div>The ACLU is committed to equity, transparency, and clarity in pay. Consistent with our compensation philosophy, there is a set salary for each role based on geographic work location. The annual salary for this position is <b>$161,123 (Level E)</b>, reflecting the salary of a position based in New York, NY. Salaries are subject to a regional pay adjustment if authorization is granted to work outside of the location listed in this posting.

<p></p><div><div><div><div><p>This position is located in the Department of Health Care Finance (DHCF), Long Term Care Administration (LTCA) Elderly &amp; Persons with Physical Disabilities (EPD) Unit.</p><p>
The position has responsibility for developing procedural policies and guidelines for the administration of programs offered through the LTCA particularly the EPD Waiver program. This position will conduct research and analysis of program components and processes pertaining to operations and administration of the EPD Waiver program. This position will also provide leadership and assist in coordination of monitoring and oversight of federal and state standards related to the EPD Waiver program.</p><p><b>
DUTIES AND RESPONSIBILITIES</b></p><p>
Develop databases and other information depositories to store information collected in the course of routine oversight monitoring of the EPD Waiver and other state plan Medicaid programs. Develops standards and expectations of EPD Waiver service providers and program participants; ensures accuracy, timeliness and integrity of information processed and maintained by LTCA. Leads and facilitates communication in committees and work groups formed to monitor operations and guide administration of the EPD Waiver program (i.e. Provider Enrollment/Readiness Review; Discovery Review Committee (DRC), etc.). Works closely with the Division of Quality &amp; Health Outcomes in establishing, implementing and measuring performance standards for EPD LTCA programs. Prepares visual presentations for discussions on the status of performance and operations of LTC programs (EPD Waiver and/or special projects) with a targeted audience to include senior management, stakeholders and other key personnel.</p><p>
Comprehensive knowledge of general guidelines related to Medicaid programs offered through the LTCA, other general health care laws, regulations and practices. Expert knowledge in interpreting and analyzing information in the district' state plan, laws, regulations and program policies related to services delivered through the LTCA. Comprehensive knowledge of the mission, goals and expected program outcomes for DHCF and Medicaid funded services and supports. Expert knowledge of standard research, data analysis techniques and ability to summarize information inclusive of recommendations derived from information gathered through data pulls and research. Ability to use personal computers and software such as Microsoft Office package, Vizio, Adobe Photoshop, Corel, SPSS, STATA, and SAS. Project management skills to assist in planning and organizing projects scheduled concurrently. Effective oral and written communication skills. Exercise professional tact and discretion when handling sensitive information. Ability to interact with and present to all staff levels including senior and executive management staff.</p><p><b>

Specialized Experience: </b>Specialized experience is an experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position.
