The Senior HR Specialist will manage recruitment coordination, onboarding/offboarding, HRIS data integrity, leave management, and compliance. This position will also provide payroll support and serve as a payroll backup to ensure continuity of operations. The Senior HR Specialist will set up candidate reference checks, review feedback, and advise hiring managers of any red flags. Job Summary<br>
The Baltimore City Health Department (BCHD) seeks a Peer Educator. This individual should have a background in substance use disorders and their various treatment modalities, harm reduction, sexually transmitted diseases, and HIV prevention to work full-time (40 hours per week) with the Community Risk Reduction Services team. The work involves conducting strategic street-based outreach activities to provide health education and risk reduction counseling, and overdose response training to program participants and various other community stakeholders.</div><div></div><div>
Essential Functions</div><ul><li>
Conducts street-based outreach by visiting communities and canvassing neighborhoods [via mobile health unit, backpacking, tabling, and pop-ups]</li><li>
Develops a relationship with community residents to foster, support and encourage participation in CRRS and other BCHD programs.</li><li>
Provides information to residents about available community resources</li><li>
Provides health and harm reduction education to program participants and the community at large</li><li>
Processes applications or registration forms for services</li><li>
Conducts community-based overdose education and Narcan distribution</li><li>
Distributes new syringes</li><li>
Completes, organizes, and maintains required paperwork</li><li>
Links program participants to drug treatment and other resources</li><li>
Conducts data entry activities</li><li>
May drive a city-owned vehicle; complete daily vehicle inspection report on van; clean exterior and interior; and may maintain all safety conditions in the van.</li><li>
May conduct syringe surveillance and clean-up activities during outreach</li><li>
May conduct maintenance activities associated with the sharps disposal drop boxes</li><li>
May conduct Counseling Testing and Referral (CTR) services</li><li>
Participate in staff meetings to brainstorm ideas for improving services and responding to participants&rsquo; needs.</li><li>

Minimum Qualifications</div><div>
Education: Have a high school diploma or GED equivalent.</div><div><br>

Experience in providing peer education services or closely related professional employment</li><li>
Currently a Maryland Certified Peer Recovery Specialist (CPRS) or working toward certification preferred.</li><li>
Valid Maryland Driver&rsquo;s License required.</li><li>
Strong Interpersonal skills are also required.</li><li>
Excellent verbal and written communication skills including proven dispute resolution skills.</li><li>
Excellent organizational skills and attention to detail.</li><li>
