The Department of Housing Preservation and Development (HPD) oversees housing standards across all 3.7 million homes in New York City.

As the nation&rsquo;s largest municipal housing agency, HPD is responsible for building and preserving affordable housing, protecting tenants from harassment and displacement, and holding landlords accountable across the five boroughs. Under Commissioner Dina Levy and the Mamdani Administration, HPD is pursuing an ambitious housing agenda focused on the needs of New York&rsquo;s tenants. The Office of Development (OOD) leads the agency&rsquo;s effort to create and preserve affordable housing in collaboration with other HPD offices as well as other city, state and federal agencies. The OOD is comprised of eight divisions that administer a range of programs. These divisions include New Construction Finance, Special Needs Housing, Housing Incentives, Building and Land Development Services (BLDS), Homeownership Opportunities and Preservation, Preservation Finance, Portfolio Management and Conversions, and Compliance and Enforcement.<br>

The Division of Building and Land Development Services leads the agency&rsquo;s effort in providing architectural, engineering, cost valuation, environmental planning, and construction support services to the various divisions within OOD. The Office of Development utilizes a public-private partnership model and provides loans, grants and/or incentives to assist in the finance of housing development projects that will benefit low- and moderate-income New Yorkers.

The Division of Building and Land Development Services is the largest division within the Office of Development with over 100 staff composed of seven units which include: the Bureau of New Construction Design Review Services, the Bureau of Preservation Design Review Services, the Bureau of Engineering, the Bureau of Construction Services, Environmental Planning Unit, the Policy Unit, and the Program Management Unit.

Your Impact:

Under the supervision of the Executive Director of the Bureau of Engineering, the Deputy Director will be responsible for reviewing, and overseeing the MEP unit responsible for reviewing, the design and monitoring the installation of mechanical systems for both newly-constructed and rehabilitated multi-family buildings. This role also involves coordination with internal and external stakeholders to address complex conditions in existing buildings and support effective project delivery.

The ideal candidates should have a background in Construction Management with a specialization in the installation of mechanical systems including elevator systems and possess a thorough understanding of design and construction means and methods for multi-family housing in New York City
<br>
<br>
Your Responsibilities:
<br>
<br>
<ul><li>Supervising the MEP Unit and undertaking the review of mechanical, electrical, plumbing, and sprinkler plans and contract documents, submitted by private architects and engineers, to assure compliance with industry design standards and pertinent codes, including the New York City Building Code, ASHRAE, New York City Energy Conservation Code, and Enterprise Green Communities.
</li><li>Assure that industry and energy-efficient standards are being met or exceeded in the design of mechanical, electrical, plumbing, and sprinkler systems.
</li><li>Attend design consultations with internal and external stakeholders and provide technical MEP feedback on proposed design and scope of work.
</li><li>Conduct field surveys and inspections of existing mechanical, electrical, plumbing, and sprinkler systems, assist in determining the scope of work, cost estimates, and provide recommendations for repair and/or systems replacement.
</li><li>Monitor the installation of mechanical, electrical, plumbing, and sprinkler systems during the construction/alteration of multi-family buildings to ensure conformance of work to approved plans, contract specifications, industry standards and pertinent codes, and timely adherence to the proposed construction schedule.
</li><li>Review scopes of work for mechanical systems for errors and omissions.
</li><li>Perform thorough and systematic research on mechanical systems by obtaining, reviewing and analyzing pertinent information, documentation and consulting appropriate parties to successfully resolve discrepancies.
</li><li>Prepare contract documents for mechanical, electrical, plumbing, and sprinkler systems in multiple dwelling and city-owned buildings.
</li><li>Prepare accurate, organized and comprehensive reports pertaining to engineering matters.
</li><li>Engage in research, investigations, studies and analysis related to engineering functions of the Agency.
</li><li>Coordinate with consultants, developers, and internal program staff to resolve MEP-related issues in rehabilitation and preservation projects involving existing building systems.
</li></ul>Preferred Skills

<br>
1. Candidates with supervisory experience is highly preferred.
<br>
2. Demonstrate thorough knowledge of all aspects of Engineering, including HVAC, Electrical, Plumbing, and Sprinkler systems including experience with existing, legacy and electrified building systems to provide technically sound recommendations and determinations.
<br>
3. Thorough knowledge of City, State and Federal housing and construction regulations, procedures and practice.
<br>
4. Experience in review of plans and contract documents for mechanical, plumbing, fire alarm, and sprinkler systems for multi-family housing.
<br>
5. Proficient in AutoCAD and Microsoft Suite (Word, Excel, Outlook, etc.).
<br>
6. Ability to read and understand drawings/plans, scopes of work, and specifications.
<br>
7. Experience in conducting MEP inspections at construction job sites for new and existing buildings.
<br>
8. Ability to negotiate with diverse technical specialists.
<br>
9. Ability to work independently, apply independent judgment in technical matters, take initiative, and work effectively with others.
<br>
10. Excellent mathematical, technical, writing, verbal, analytical, and organizational skills.
<br>
11. Demonstrated ability to work under pressure, meet deadlines, coordinate multiple projects in a timely manner, and deal with sensitive, complex issues that may arise.
<br>
12. A Motor Vehicle Driver License valid in the State of New York may be required for certain assignments. If required, this license must be maintained for the duration of the assignment.
<br>
13. Candidate may be subject to a background investigation conducted by the New York City Department of Investigation.
<br>

Only candidates permanent in the Mechanical Engineer title or comparable title will be considered.

<h2 class="jobSectionHeader"><b>Minimum Qualifications</b></h2><br>
<br>
<p>(1) Four (4) years of full-time, satisfactory experience in mechanical engineering work; and
<br>
(2) A valid New York State Professional Engineer&rsquo;s License. Current New York State registration as a Professional Engineer must be maintained for the duration of your employment.
<br>
A masters degree in mechanical engineering from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA) may be substituted for one year of the mechanical engineering experience required in &ldquo;1&quot; above.

Special Note:
<br>
In addition to above qualification requirements, to be eligible for placement in Assignment Levels II and III, individuals must have at least one year within the last three years of experience as a major contributor or a project leader on a complex project requiring additional and specific expertise in the disciplines needed to design or construct the project.</p><br>
