As the Submarine Program Analyst, you will provide programmatic support to one of our NAVSEA customers in the Washington, DC area. Bring your expertise and collaborative skills to make an impact towards our military defense and safety of our sailors. 
Serco supports the US Navy as a subcontractor for their Team Submarine contract supporting the acquisition of submarines. The Team Submarine concept unifies once diverse submarine-related activities into a single submarine-centric organization with the goal of eliminating traditional stovepipe structures and processes that created impediments and inefficiencies in the submarine research, development, acquisition, and maintenance communities. Team Submarine provides improved communication among the various offices that contribute to the overall success of the United States Submarine Force. 
In this role, you will: 
<ul><li>Review presentations, briefs, and formal correspondence for NAVSEA review and final approval.</li>
<li>Maintain applicable Plans of Actions and Milestones (POA&amp;M) as directed/required.</li>
<li>Interface with stakeholders to identify, assign, and track action items, leveraging initiatives to benefit submarine sustainment support.
</li><li>Collect information and provide recommendations to senior decision-makers through well-written documents.</li>
<li>Communicate with various Program Office representatives within the United Kingdom, NAVSEA, SSP, contracting entities and other Department of Navy organization in supporting PM concerns.</li>
<li>Coordinate with the technical community and develop white papers and presentations for the Government and the Navy on program status or issues impacting the program.</li>
<li>Provide Subject Matter Expert (SME) support and assist the Government with technical analyses, inquiries, research, testing, data validation for any matters relating to US/UK submarines.
</li><li>Provide analysis and metrics for issues that arise in the Program (i.e., late delivery analysis, delay claim analysis, and other availability issues).</li>
<li>Conduct Meeting Administration (generate and distribute agendas, minutes, action items, etc.), particularly Design Support Working Group (DSWG) meeting with US/UK stakeholders.</li>
<li>Liaise with TRIDENT Refit Facilities (TRFs) to assist with maintenance/repair of Common Missile Compartment components.</li>
<li>Assist with adjudication/resolution of TDENTs, LARs and other program/fleet requests.</li>
<li>Advise on PPBE issues related to SSBN modernization.</li>
<li>Organize and maintain Program tracking files/tools on program status, actions items and issues.
</li><li>Support the team in performing additional duties and responsibilities as assigned.</li>
<li>Attend meetings and program reviews, provide presentations, written materials, and/or electronic communications with foreign country representatives from one of more countries. This may include interfacing with foreign liaison officers located at US Navy and/or contractor facilities.</li>

Position Description:
Integrated Data Services (IDS) is seeking a highly experienced Systems Acquisition Subject Matter Expert (SME) to support the Department of the Navy (DON), Office of the Assistant Secretary of the Navy (Research, Development &amp; Acquisition) (ASN (RD&amp;A)) in advancing enterprise acquisition and resource management capabilities through the Program Management Resource Tools (PMRT) suite.
The Systems Acquisition SME will report to the IDS Program Manager supporting the ASN (RD&amp;A) PMRT task order and closely coordinate with the IDS program team. The candidate will serve as a trusted advisor providing expertise in Navy acquisition policy, program management, resource management, financial planning, and acquisition modernization. This individual will work closely with functional stakeholders, government leaders, program offices, and technical teams to ensure PMRT capabilities align with Department of the Navy business processes and strategic objectives.
The ideal candidate possesses extensive experience supporting Navy and Department of War (DOW) acquisition organizations and has demonstrated success leading enterprise transformation initiatives across complex acquisition portfolios.
Worksite Location: 
We are seeking a candidate based in the Washington, DC/DMV area. This position is currently remote; however, periodic travel to Government facilities throughout the National Capital Region and other Navy locations may be required. Applicants must be willing to support onsite customer engagements when required.
Responsibilities include, but are not limited to, the following:
<ul><li>Serve as the senior functional advisor for Navy acquisition business processes supporting PMRT implementation and modernization initiatives.
</li><li>Advise IDS program team and the DON customer on acquisition strategy, resource management, financial planning, and enterprise business process improvements.
</li><li>Analyze acquisition workflows and recommend solutions that improve program execution, visibility, governance, and decision-making.
</li><li>Support modernization initiatives aligned with ASN (RD&amp;A) strategic priorities and enterprise transformation objectives.
</li><li>Collaborate with Government stakeholders to identify business requirements and translate operational needs into PMRT capabilities.
</li><li>Provide subject matter expertise in acquisition planning, budgeting, execution, portfolio management, and program oversight.
</li><li>Facilitate executive-level meetings, workshops, and strategic planning sessions with senior acquisition leadership.
</li><li>Evaluate policy changes, legislative updates, and Department of the Navy guidance to assess impacts on acquisition business processes.

Knowledge and Skills:
<ul><li>Minimum of ten (10) years of experience supporting Department of War acquisition, program management, resource management, financial management, or related disciplines.
</li><li>Extensive knowledge of Department of the Navy acquisition organizations, policies, and governance processes.
</li><li>Demonstrated experience supporting ASN (RD&amp;A), Portfolio Acquisition Executives (PAEs), Systems Commands (SYSCOMs), or comparable Navy organizations.
</li><li>Experience with PMRT or comparable enterprise acquisition or resource management systems.
</li><li>Strong understanding of acquisition lifecycle management, program planning, budgeting, execution, and portfolio management.
</li><li>Demonstrated ability to communicate effectively with senior executives, SES personnel, Flag Officers, and acquisition leadership.
</li><li>Excellent analytical, strategic planning, and problem-solving skills.
</li><li>Strong written communication skills with experience using data tools, preparing executive briefings and policy documentation.</li>
<li>Experience supporting software modernization or enterprise software implementations is highly desired.</li>
<li>Direct familiarity with the IDS CCaR&trade; platform and/or PMRT suite, including experience translating acquisition policy and business-process requirements into system capabilities, is highly desired.</li>
<li>Knowledge of PPBE (Planning, Programming, Budgeting, and Execution) processes is highly desired.</li>
<li>Experience supporting digital transformation initiatives within the Department of Navy is highly desired.</li>
