 This is advanced professional and administrative work with supervisory responsibility managing building, roadway infrastructure, or drainage construction projects for the city. Employees in this class are responsible for planning, assigning, and reviewing the work of a professional staff of Construction Managers and administrative staff. Responsibilities include analyzing special conditions or circumstances which arise on projects, assisting subordinates with unusual or difficult solutions to complex building, roadway infrastructure, or drainage construction problems and assisting in the establishment of division objectives.  Essential Functions
 
 
 
 Adheres to guidelines for reviewing consultants&rsquo; plans and specifications.
 
 
 Conducts meetings with consultants, user agencies and contractors.
 
 
 Follows design guidelines and construction standards for projects.
 
 
 Assists subordinates with unusual or difficult solutions to complex building, roadway infrastructure, or drainage construction problems.
 
 
 Analyzes and incorporate construction suggestions from various city departments and the user agency for building construction projects.
 
 
 Determines if pre-bid conferences are required, and if so, explains to bidders the specific conditions which may affect bid prices such as site conditions, other contracts and existing buildings.
 
 
 Evaluate bids and makes recommendations for award of contract.
 
 
 Assists subordinates in unusual circumstances where special commitments are required of the contractor prior to signing the contract.
 
 
 Ensures compliance with policies and procedures prior to execution of change orders.
 
 
 Reviews changed proposal requests and advising on establishing priorities for the initiation of change orders.
 
 
 Assists in final determination of project completion and recommending final acceptance of facility on behalf of the city.
 
 
 Reviews projects for positive and negative features for benefit of future projects.
 
 
 Screens complaints during the warranty period and delegating assignments for correction.
 
 
 Consults with subordinates on solutions to special problems during warranty periods that are not the responsibility of the contractor and must be solved by means outside the original contract.
 
 
 Performs special investigations, field inspections of construction projects, sites analyses and feasibility studies as required.
 
 
 Participates in the development of policies to select competent and responsible consultants and contractors.
 
 
 Recommends consultant and contractor performance suitability based on previous evaluations.
 
 
 Performs related work as required.
 
 
 
 Minimum Requirements
 
 
 
 Bachelor's degree in Architecture, Engineering, Building Construction, Business or Public Administration or a closely related field and thorough seven (7) years of experience in the design, construction, or management of construction projects. A license in any of the following is highly desirable : State of Florida Professional Engineer, State of Florida Registered Architect, Miami-Dade County or State of Florida General Contractor's, Miami-Dade County or State of Florida General Building or Engineering Contractor.

 Equivalent combination of training and experience beyond a high school diploma or its equivalentand two (2) years of the required experience.

Position Purpose
 Reporting to the Service Manager, the Shop Service Technician is responsible for diagnosing, repairing and maintaining various types of heavy machinery, aerial equipment, generators, and other equipment for construction, industrial, agricultural and government applications. Always providing the best customer service possible by focusing on customer uptime, utilizing Gold Coast JCB unique abilities as JCB authorized dealer in the territory.

Major Tasks, Responsibilities & Key Accountabilities
 <ul>
<li>Complete and turn in reports that capture all time and work completed, with clear notes.</li>
<li>Provide diagnostic analysis, repair, or preventive maintenance for customer and company machines.</li>
<li>Assist and work with other technicians on complicated jobs and when required.</li>
<li>Ability to mentor, teach and advice other technicians.</li>
<li>Complete system audits and evaluations on machines.</li>
<li>Assists with customers product clinics, field days, and related promotional events as needed.</li>
<li>Review work orders for completeness and accuracy, for Service Manager to be able to close and process billing.</li>
<li>Keep Service Department tools, equipment and company vehicles in good working and safe conditions.</li>
<li>Practice and adhere to all safety policies and training.</li>
<li>Maintain a clean and professional image according to JCB and Gold Coast JCB standards.</li>
<li>Conduct business in alignment with company’s Mission, Vision, and Core Values.</li>

Minimum Qualifications
 <ul>
<li>College degree in Diesel or Technical related field.</li>
<li>Will consider equivalent work experience in lieu of educational qualifications.</li>
<li>5+ years of experience as Service Technician or similar position, in a heavy machinery, truck, or diesel engine industry, with proven track record.</li>
<li>Communicate by speech and hearing in person at basic English and Spanish proficiency.</li>
<li>Strong written and verbal communications skills.</li>
<li>Knowledge of heavy machinery, generators, and truck or diesel engine industries.</li>
<li>Strong computer skills to perform diagnostics, complete and submit reports, etc.</li>
<li>Ability to travel.</li>
</ul>
