This is a term-limited position with an assignment of 3 years. 


GENERAL PURPOSE:
Under general direction, directs, plans, designs, and implements Agency technology projects in assigned areas of responsibility; manages the quality, scope, schedule, and budget related to assigned project(s) and supports the promotion of the IT-Project Management Office&rsquo;s formal processes to support the products delivered to the Agency. This position requires technical aptitude to complement the IT portfolio of projects.

ESSENTIAL FUNCTIONS:

<li>Leads projects that might involve a mix of technical domains: projects based on new and updated Sound Transit computer systems, applications, infrastructure, networks, client/server topologies, hardware, custom software implementations, &ldquo;off the shelf&rdquo; software solutions, databases, middleware, SaaS solutions, and internet/intranet sites.</li>
<li>Manages changes to the project scope, project schedule and project costs using appropriate verification techniques. Tracks project performance, specifically to analyze the successful completion of short and long-term goals. Meets budgetary objectives and adjusts project constraints based on financial analysis.</li>
<li>Provides a variety of regular updates ranging from weekly / monthly status of projects. Confidently brief executive audiences to include reports and other information that facilitates proactive decision making. Reports and escalates to IT leadership as needed.</li>
<li>Develops, teaches, and trains project management, technical and no technical resources.

</div><div>The next generation of astronomical surveys, including those scheduled to be conducted by the NSF-DOE Vera C. Rubin Observatory and the recently announced Schmidt Observatories, will provide unprecedented data sets with the potential to answer fundamental questions about the universe. At the same time, the flood of data will introduce new computational challenges.
</div><div>We are looking for a Technical Program Manager (TPM) to work at the intersection of state of the art computer science and cutting edge astrophysics. The TPM will manage software requirements and scope, software delivery, partner engagements and community efforts with Rubin Observatory, the Schmidt Observatories, and the broader astronomical community. The TPM will also contribute to the design and development of analysis frameworks that run on the cloud or high-performance computing (HPC) systems that can store, search, analyze and annotate data of the volume and complexity of the Rubin Observatory&rsquo;s Legacy Survey of Space and Time (LSST) data. These frameworks will provide an interface for the astronomical community to run real time and batch analyses ( e.g. to search for one-in-a-million events in continuous streams of data). The base salary range for this position is listed below. Your Amazon package will include sign-on payments and restricted stock units (RSUs).
