The Gateway Program is the most urgent infrastructure program in the country &ndash; a comprehensive set of rail investments that will improve commuter and intercity services, add needed resiliency and, in its later stages, create new capacity between Newark, New Jersey and New York City, the busiest section of the Northeast Corridor (NEC). The first phase of the Gateway Program includes the Hudson Tunnel Project (HTP), which includes the construction of a new two-track tunnel under the Hudson River connecting to Penn Station New York as well as the full rehabilitation of the existing 110-year-old North River Tunnel. The Gateway Development Commission (GDC), established through bi-state legislation, is responsible for the financing and development of the Hudson Tunnel Project.</p><p>
As a tri-venture partner with Parsons, Arcadis, and Mace (MPA) is the Delivery Partners (DP)to provide advice, leadership, and support to GDC for the development and implementation of HTP.    A Day in the Life

   Work in close collaboration with your C&amp;F Manager and the Expansion Controller to set the optimal NCG strategy for your market

   Prepare, present and/or analyse all business cases connected to NCG and logistics investments

   Tender providers for transport, storage and handling of our NCG, ensuring the best price-quality ratio, in line with our H&amp;M procurement standards

   Ensure the agreements with external partners are being followed and ensure that we get the right quality
  </li>
  <li>
   By staying up to date on technology development and industry standards, continuously propose investments and/or actions to improve our logistic efficiency

   Secure a cost-efficient on time delivery of NCG in the right quantity and in a sustainable way
  </li>

   Secure that LIMA is updated with correct on-site dates to enable global forecasting of Interior products
  </li>
  <li>
   Coordinate and oversee the purchasing, ordering, fabrication, delivery and inventory of all interior items
  </li>
  <li>
   Ensure that relevant information is provided and received to and from all parties involved in the project on time and in a structured way
  </li>

   Educate your stakeholders on NCG management and advise them in projects and procurement
  </li>
  <li>
   Invoice and claims handling
  </li>
  <li>
   Support our sustainability targets, by setting the reuse and waste management strategy for your market, based on Global H&amp;M and Brand guidelines, as well as local waste management regulations

   Follow up on our reuse and waste management, and coach relevant peers in following these guidelines

   Be responsible for reducing our overall storage costs and set a strategy for how to reduce our inventory

   Be responsible for managing existing store inventories to prevent loss

   Work closely with Expansion, Visual, Controlling, Accounting and Project Coordinators (Operational Purchase Team) to secure routines for handling extra orders, missing material, delayed shipments and claims

The Commodities and Services Division promote a competitive environment primarily through bids, managing the entire process through contract award to ensure fairness. The ideal candidate will be flexible, work with integrity, and demonstrate professional and ethical behavior with fair and transparent decision-making. The individual will be able to work both independently and collaboratively with a diverse workload consisting of all phases of public sector procurement and should be versed in implementing various sourcing techniques.</p><p><br>

The Buyer will utilize technology-based recording and reporting systems to analyze information. Under the supervision of the Program Director, Commodities and Services Division, the Buyer&rsquo;s responsibilities will include but not be limited to:</p><br>

Procure goods and services for Port Authority and PATH warehouses and facilities operations.</li><li>
Analyze shopping carts (requisitions), scopes of work, product specifications, pricing sheets and solicitation documents to ensure clarity and completeness, and recommend revisions when appropriate.</li></ul><ul><li>
Identify and utilize the most effective procurement method for the request (bid, call-in, RFP, etc.), facilitate all aspects of the strategic sourcing and procurement processes for various commodities and services.</li><li>
Review and provide targeted feedback on scopes, price sheets and solicitation documents to ensure clarity and completeness.</li><li>
Research other government agency contracts online for piggybacking opportunities</li><li>
Manage the procurement process to ensure fairness, competitiveness, transparency and integrity.</li><li>
Conduct virtual pre-bid, pre-award, post-award and other vendor meetings, as well as occasional off-site meetings at various Port Authority facilities in New York and New Jersey as needed.</li><li>
Award contracts and purchase orders</li><li>
Assist with sourcing materials and services during the activation of emergencies by the Port Authority&rsquo;s Office of Emergency Management, which may require off-site attendance.</li><li>
Work with the Office of Diversity, Equity and Inclusion (ODEI) to solicit bids under the Port Authority&rsquo;s Small Contracts Program and ensure MBE/WBE/SDVOB/DBE Outreach goals are submitted for ODEI approval.</li><li>
