<div><p>The Housing Specialist is an integral member of the Assertive Community Treatment (ACT) team, responsible for assisting individuals with serious mental illness in obtaining and maintaining safe, affordable, and stable housing in the community. This role emphasizes direct service, collaboration with landlords and housing providers, and integration of housing supports into individualized treatment plans. The Housing Specialist promotes recovery and independence through evidence-based supportive housing practices, ensuring that housing needs are addressed as part of the comprehensive ACT model.</p>
<p><b>Responsibilities:</b></p>
<ul><li>Assist clients in identifying, applying for, and securing permanent, independent housing aligned with client preferences.</li>
<li>Provide ongoing support to maintain housing, including landlord mediation, lease education, budgeting, and tenancy skill development.</li>
<li>Educate clients about their rights and responsibilities as tenants.</li>
<li>Support transitions between housing placements and prevent homelessness through proactive intervention.</li>
<li>Collaborate with ACT team members to ensure housing stability is integrated into recovery planning.</li>
<li>Participate in daily team meetings and treatment planning sessions to coordinate housing-related interventions with clinical and rehabilitative services.</li>
<li>Serve as a consultant to the team regarding housing issues, landlord engagement, and community housing resources.</li>
<li>Establish and maintain strong working relationships with local landlords, property managers, housing authorities, shelters, and supportive housing providers.</li>
<li>Identify community housing resources, rental assistance programs, and subsidies available to clients.</li>
<li>Advocate for clients with community agencies to expand housing opportunities for individuals with behavioral health challenges.</li>
<li>Maintain timely and accurate documentation of housing services within the electronic health record (EHR).</li>
<li>Track housing stability outcomes and contribute to fidelity monitoring, quality improvement, and reporting requirements.</li>
<li>Ensure compliance with DBH, Medicaid, and other regulatory standards regarding housing supports.</li>
<li>Provide individual and group training to clients in areas such as budgeting, home maintenance, communication with landlords, and navigating rental systems.</li>
<li>Deliver psychoeducation to clients and families about the role of stable housing in recovery.</li>
</ul>
<p><b>Qualifications</b></p>
<ul><li>Bachelor&rsquo;s degree in social work, psychology, rehabilitation counseling, or related field preferred; equivalent combination of education and relevant experience will be considered.</li>
<li>Two (2) years of experience in housing case management, property management, supportive housing services, or related behavioral health settings.</li>
<li>Knowledge of evidence-based supportive housing models and familiarity with local housing resources, landlord/tenant laws, and rental assistance programs.</li>
<li>Experience working with individuals with serious mental illness, co-occurring disorders, and complex social needs.</li>
<li>Valid driver&rsquo;s license and reliable transportation for community-based services</li>
<li>Strong communication, advocacy, and problem-solving skills.</li>
<li>Proficiency in EHR documentation and Microsoft Office/Google Workspace.</li>

This is a standard position description that can be used in the Office of Hotline and Investigation <b>(OHI) </b>in the Child and Family Services Agency (CFSA). The Supervisory Social Worker is responsible for overseeing and leading a team of social workers and support staff members providing direct professional social work services to children and families in the areas of abuse and neglect. The work impacts the agency&rsquo;s mission of providing services and contributes to the overall efficiency of the operations and service delivery program.</p><p><b>
Duties and Responsibilities</b></p><p>
The Supervisory Social Worker duties and responsibilities include but are not limited to:</p><ul><li>
Plans, organizes, supervises, and administers the work of the immediate reports.</li><li>
Assigns cases to social workers and monitors service delivery to ensure compliance with statutory guidelines, regulations, and CFSA policies and procedures, to effect remediation of child abuse and neglect problems. Coordinates and monitors the allocation of services, incentives, and resources.</li><li>
Develop and implement an overall case management work plan consistent with Program objectives to plan and evaluate daily operations.</li><li>
Develop regular and special statistical, qualitative, and quantitative reports, that assess casework and other child and family-related data.</li><li>
Maintains the court-mandated Social Worker caseload ratio utilization and quality of services.</li><li>
Performs a full range of supervisory functions including: assigning, directing, and reviewing the work of subordinate staff; administers leave and attendance; evaluates staff performance; recommends hiring, promotions, status changes, awards, disciplinary actions, and terminations; plans, schedules, and coordinates work operations to achieve the optimal combination of employees and assignments; addresses issues or problems related to work operations; negotiates and troubleshoots employee concerns, grievances, and other matters involved in the daily administration of labor-management concerns; provides coaching; guides immediate reports in the implementation of performance standards; addresses disciplinary problems; provides governance over staff development and training plans.</li><li>
Monitors and supports the Social Worker's court activities; attends court hearings, administrative reviews, and other meetings to provide information and guidance.</li><li>
Completes field- and community-based supervision and investigative tasks as needed, based on staffing availability and management circumstances that can arise based on the timing and circumstances of referrals. Work is primarily office-based but some tasks will require visiting the community.</li><li>
Attends professional meetings and seminars to keep abreast of most recent social work advances.</li><li>
Performs other related duties as assigned.</li></ul><p><b>
Qualifications</b></p><ul><li>
Advanced knowledge of and ability to apply the principles and practices of social work to supervise social workers and/or provide direct social services to individuals and families.</li><li>
Comprehensive knowledge of related psychiatric, psychological, and medical practices used in the evaluation and treatment of children and families.</li><li>
Comprehensive knowledge of human behavior dynamics; demonstrable sensitivity to cultural diversity, age, and religious differences affecting child rearing, family and kinship patterns, attitudes about illness, medical care, and communication patterns to supervise social workers developing case plans, providing counseling, and conducting home visits and investigations.</li><li>
Knowledge of pertinent resources, legal status, and related policies and procedures that affect children and families; knowledge of the structure, function, and mission of the Child and Family Services Agency, to supervise social work consistent with established goals and objectives.</li><li>
Comprehensive knowledge of CFSA rules, regulations, administrative policies, procedures, programs, and overall operations and the ability to apply that knowledge and work experience to specific work situations.</li><li>
Demonstrable ability to: develop and manage staff; effectively collaborate with internal and external stakeholders and provide excellent customer service; manage in a fast-paced environment while providing comprehensive clinical guidance to staff under your supervision.</li><li>
