Position Summary

Reporting to the Director of Case Management, the Case Manager oversees the implementation and monitoring of accommodations for faculty, staff, and students involved in the investigative processes. They also assist those who report incidents of misconduct but opt not to participate in an investigation. Collaboration is a key aspect of their role, as case managers regularly engage with various campus offices and colleagues, including the Office of the General Counsel, Columbia University Human Resources, Deans of Students, the Title IX Coordinator, Counseling Services, and others, to ensure effective support for individuals affected by prohibited conduct.

Columbia University recently combined its Title IX, Gender Based Misconduct, Office of Equal Opportunity and Affirmative Action (EOAA), and Office of the Protection of Minors teams into one centralized office. These offices are supervised by the Vice Provost for EOAA.

Through the applicable policies and procedures for faculty, staff and students, the University provides means to address discrimination, harassment, sexual and related misconduct, including gender-based harassment, sexual harassment, sexual assault, domestic and dating violence, stalking and sexual exploitation. These offices are responsible for ensuring compliance under these policies and with federal, state and local laws regarding Title VI, Title VII and Title IX.

Responsibilities
<ul>
<li>Provide information to faculty, staff, students, and affiliates. Refer faculty, staff, students, and affiliates to available resources for those who report discrimination and harassment, retaliation, sex-based harassment, sexual misconduct, stalking, domestic and dating violence and prohibited relationships and/or for those engaged in the investigative process.</li>
<li>Perform interviews to collect summaries of concerns and communicate possible courses of action, including University resources, investigative processes and law enforcement, where applicable.</li>
<li>Advise faculty, staff, and students on their rights under University policies.</li>
<li>Meet with faculty, staff, and students to assess needs and create a case management plan.</li>
<li>Collaborate with University partners to arrange academic, workplace and community accommodations. Implement and monitor ongoing accommodations.</li>
<li>Refer faculty, staff, and students to appropriate confidential and non-confidential resources when necessary. Document case information and updates, including interim measures, referrals and accommodations in student database.</li>
<li>Support the Administrative Resolution process including issuing no-contact directives, implementation of safety measures, referrals to counseling, and targeted education and training.</li>

Minimum Qualifications
<ul>
<li>A bachelor&rsquo;s degree is required and a minimum of 4 years of related experience in the areas of behavioral intervention, counseling, or support services.</li>
<li>Knowledge of complexities surrounding protected class discrimination and harassment, sexual misconduct, sex-based harassment, gender-related violence including stalking and intimate partner violence, in a university or college setting.</li>
<li>The Case Manager must possess excellent analytical, organizational and interpersonal skills, strong written communication skills, with the ability to convey complex information clearly and concisely, as well as the ability to exercise superior judgment and discretion.</li>

Preferred Qualifications

Position Summary: The Family Wellness Program provides comprehensive trauma-informed services to families who are affected by intimate partner violence. Our goal is to help those who have experienced physical, emotional, or other forms of abuse to establish long-term safety and heal from the effects of trauma. The Case Manager/Advocate will assist families, city-wide, who have been affected by intimate partner violence to obtain any and all services needed to gain safety and stability. Case Manager will report to the Director of Clinical IPV Services.

 Essential Duties:

Across 24 shelters in New York City, URI provides safe housing for nearly 4,000 individuals and their pets every night and serves more than 40,000 people annually.

URI&rsquo;s work is grounded in survivor-centered, trauma-informed, and culturally responsive care. In addition to emergency and transitional housing, URI delivers a robust continuum of Justice Initiatives&mdash;including economic empowerment, legal education and advocacy, prevention and youth programming, and abusive partner intervention&mdash;designed to break cycles of violence, instability, and poverty. URI also develops permanent affordable and supportive housing, advancing long-term pathways to safety, healing, and stability for families and communities.

Innovative Urban Village, opening in Summer 2026, is Urban Resource Institute&rsquo;s first Supportive Housing program in partnership with Christian Cultural Center and is a comprehensive redevelopment project located in East New York, Brooklyn. Phase 1A includes 376 income-based rental residences, of which 94 units are dedicated to families who have experienced homelessness as a result of domestic violence and who qualify for Empire State Supportive Housing Initiative (ESSHI) services. The program provides permanent supportive housing and trauma-informed, culturally competent services designed to promote long-term housing stability and independent living. As URI&rsquo;s first Supportive Housing program, Innovative Urban Village represents a foundational expansion of the agency&rsquo;s housing continuum, requiring the development of a comprehensive program model, policies, procedures, and service framework from inception through full implementation.

POSITION OVERVIEW
The Director, Clinical Services provides strategic clinical leadership and oversight for all behavioral health and trauma informed services within the Innovative Urban Village supportive housing program. The Director conducts clinical assessments, ensures appropriate interventions, and provides clinical supervision to Case Managers through case analysis, service planning, and structured supervision.

<li>Represent URI at city and statewide coalitions, task forces, and committees focused on supportive housing, domestic violence, and behavioral health.</li>

<li>Assist in the development and monitoring of the supportive housing program budget.</li>
<li>Support organizational development efforts and cross‑program collaboration.</li>

SPECIFICATIONS FOR EDUCATION/CERTIFICATIONS/LICENSES
<ul>
<li>Master&rsquo;s degree required (MSW or related field).</li>
<li>LMSW or LCSW preferred.</li>
</ul>
REQUIRED SKILLS AND EXPERIENCE
<ul>
<li>Minimum of 5 years of supervisory experience in a clinical or social service setting, preferably within supportive housing, domestic violence services, or homeless services.</li>
<li>Strong knowledge of OTDA regulations, supportive housing standards, and ESSHI guidelines.</li>
<li>Demonstrated experience launching or scaling programs, including developing policies, procedures, and service models.</li>
<li>Strong project management, organizational, and communication skills.</li>
<li>Demonstrated ability to manage crises and respond proactively using a client‑centered approach.</li>
<li>Experience working with diverse populations, including LGBTQIA+ individuals, immigrants, older adults, and individuals with behavioral health or substance use challenges.</li>
<li>Proficiency in Microsoft Office and data management systems.</li>
<li>Strong de‑escalation and conflict resolution skills.</li>

 Degree in Industrial Engineering, Statistics, Software Engineering, Computer Science, Mathematics or another quantitative field

 Highly experienced with SQL

 Experience with data modelling, BI/ETL development. - advantage!
 </li>
 <li>
 Experience working in cloud environments (Google Cloud Platform, BigQuery) preferred

 In accordance with New York City Law, below is the annual base salary range for this position. Actual annual base salary is based on, but not limited to: experience, education, professional licenses, location and business needs. The position is eligible for health insurance, disability insurance, life insurance, 401k plan, paid-time off, and sick (and where applicable safe) leave.
 
 This position is also eligible for a discretionary year-end bonus.
