ABOUT THE ROLE</h1>

Techno is supporting construction activities on a major water infrastructure program in the Washington, DC area and is seeking an Inspector to monitor field execution and installation quality.

This role is based on-site within active project areas, where ongoing operations and construction work often overlap. The position requires close observation of contractor activities, clear documentation, and the ability to identify issues early to maintain quality and schedule.

As the Airport Maintenance Department Manager, you will lead and direct a large workforce of Airports Authority and contractor employees engaged in utility and equipment operations, equipment maintenance, and Airport structure and grounds maintenance.
 
 
Airport Maintenance Department Manager 
 
Serves in the Airport Maintenance Department at either Ronald Reagan Washington National Airport (DCA) or Washington Dulles International Airport (IAD). 
 
Directly and through subordinate staff, direct the work of the Utilities, Equipment Maintenance, Electrical Services, and Structures and Grounds Division employees and contractors to ensure safe operating condition of the airports infrastructure, airfields, buildings, roadways, and other facilities and uninterrupted utilities and related services for airlines, tenants, and concessionaires. Performs related functions.
GENERAL RESPONSIBILITIES
Ensures the operation of utilities (e.g., heating and air conditioning, electrical power, sewer, and water) and related services.
Oversees construction, modification, repair, and maintenance activities involving airport structures and infrastructure.
[IAD Only] Oversees the maintenance and repair of airport motorized vehicles and equipment (including Mobile Lounges, Plane-Mates, and Jet Bridges).
Monitors contract work to assure acceptable quality, quantity and timeliness. Seeks appropriate balance between work to be done in-house and on contract.
Forecasts, justifies, monitors and ensures proper execution of the Department's annual and five-year budgets for staffing, facilities, equipment, utilities and operations. Performs quarterly reviews and recommends adjustments.
Identifies, organizes, trains, and equips Division staff to ensure capabilities to start up, operate, and maintain new facilities, systems, and equipment, Justifies staffing and budget requirements.
Recommends and implements standards and devises new work methods for maintenance and utility shops to accommodate new work and improve current operations.
Acts as the Department focal point for human resource management issues, including disciplinary action and grievances, performance standards and evaluation, and overtime policies.
Serves on the management team in contract discussions with bargaining unit(s). Is the deciding (or second level) official on all trade union grievances at the airport.
Advises the Airport Manager on equipment maintenance and public works and recommends Department policy with respect to these programs.
Provides input for the Airport Master Plan. Develops or assists in developing Orders and Instructions.
Selects, assigns, and develops employees. Delegates and assigns work. Evaluates employee performance.
Takes corrective action to maintain work progress on schedule, improve employee performance, or modify program goals.
May serve as Airport Manager in their absence.
Performs other duties as assigned.
QUALIFICATIONS
Nine years of progressively responsible experience in structures, utilities, equipment maintenance management and a bachelor&rsquo;s degree in any field. An equivalent combination of education and experience may be considered.
Knowledge of supervisory principles and ability to manage the operations and programs of the unit/team.
Ability to successfully manage a large, diverse workforce encompassing a wide variety of skilled and semi-skilled trades levels.
Knowledge of and ability to apply professional concepts, principles, and practices of the utility and maintenance trades.
Skill in budgeting for equipment maintenance and utilities contractor support.
Skill in workload analysis and quality control of operations.
Skill in applying inspection techniques.
Ability to speak and write effectively.

Experience in the management of maintenance operations at a major (Category X) airport.

Operates vehicle landside and airside (requires AOA permit).

</div><div>Are you an experienced Industrial Construction Project Manager ready to lead complex projects and make a real impact? We&rsquo;re looking for a results-driven professional to join our team and take ownership of large-scale industrial builds from start to finish. 
</div><div>We are seeking an experience Project Manager to lead a key upcoming project. This assignment will include two buildings, with primary responsibility for HVAC, Plumbing, and likely involvement in interior buildout finishes and electrical coordination. 
</div><div>This role requires a strong construction professional who can successfully manage complex building projects in an industrial environment while working closely with project stakeholders. The ideal candidate is organized, safety focused, technically strong, and an excellent communicator with proven experience managing all phases of construction from preconstruction through closeout. 
</div><div>Key Responsibilities: 
</div><ul><li>Lead overall project execution for assigned scope, including HVAC, plumbing, and associated building systems.</li>
<li>Manage all phases of the project including planning, budgeting, scheduling, submittals, procurement, execution, turnover, and closeout.</li>
<li>Coordinate effectively with the owner, construction manager, design team, field leadership, subcontractors, vendors, inspectors, and internal stakeholders.</li>
<li>Manager all project documentation and reporting in Procure.</li>
<li>Lead the full submittal process, including preparation, tracking, review coordination, approval follow-up, and distribution to field and procurement teams.</li>
<li>Manage RFIs, change orders, proposal requests, and other document control processes to keep the project moving without delays.</li>
<li>Review, update, and manage project schedules, including coordination with P6 master schedules and milestone tracking.</li>
<li>Identify long-lead items early and drive procurement, material tracking, and delivery coordination to support the schedule.</li>
<li>Develop, implement, and maintain QA/QC plans and verify installation quality throughout construction.</li>
<li>Support and enforce safety requirements and ensure project teams and subcontractors comply with all site expectations.</li>
<li>Prepare, review, and manage pay applications, schedule of values, cost reports, forecasts, billing support, and monthly financial reporting.</li>
<li>Lead subcontractor buyout, scope review, contract administration, and ongoing subcontractor management.</li>
<li>Monitor productivity, staffing, and field performance in coordination with the superintendent and project team.</li>
<li>Run project meetings, maintain meeting minutes and action items, and communicate clearly with all stakeholders regarding cost, schedule, quality, safety, and risk.</li>
<li>Review plans and specifications for constructability, coordination issues, and scope gaps before they impact the field.</li>
<li>Manage permitting, inspections, testing, startup, commissioning support, punch list, completion, owner training, and final closeout documentation.</li>
<li>Maintain strong client relationships and represent the company professionally in a high-expectation project enviroment.</li>
<li>Proactively identify and resolve issues that may impact project cost, schedule, quality, safety or client satisfaction.</li>

</div><ul><li>10+ years experience as a Project Manager in commercial, industrial, or large-scale building construction.</li>
<li>Proven experience managing HVAC and plumbing scopes on ground-up or major renovation/building projects.</li>
<li>Experience working with construction managers, owners, and design teams on complex projects.</li>
<li>Strong working knowledge of Procure.</li>
<li>Experience interpreting and managing project schedules, including coordination with P6 schedules.</li>
<li>Experience developing and administering QA/QC plans.</li>
<li>Strong understanding of pay applications, project cost controls, forecasting, and financial management.</li>
<li>Strong communication, leadership, coordination, and problem-solving skills. Ability to manage multiple stakeholders in a fast-paced, high-accountability project environment.</li>
</ul><div>Preferred Qualifications: 
</div><ul><li>Building construction experience with laboratory, technical, or highly coordinated MEP-intensive facilities.</li>
<li>Experience managing interior buildout finishes and electrical coordination in addition to core mechanical scopes.</li>
<li>Experience with industrial campus expansions, process-related facilities, or mission critical environments.</li>
