The North American Construction team is looking for an experienced Pre - Construction Manager who will be responsible for design and pre-construction of Amazon hubs in entire US as well as renovations &amp; tenant improvements at existing Fulfillment Centers. The Pre-Construction Manager will serve as Amazon's representative and direct point of interface with design and engineering teams, General Contractors, as well as the primary integrator between construction and other Amazon stakeholders responsible for equipping, furnishing, and operating Fulfillment Centers.

Key job responsibilities 
Responsible for project management on new construction and additional capacity improvements within existing North America Fulfillment Centers, Delivery Stations, or Sort Centers 
Support construction scope review and development with internal technical teams and operational customers to facilitate engineering and design efforts on new and remodel projects 
Responsible for managing multiple projects simultaneously, from relatively small renovations to large-sized ($100M+) new facilities 
Work independently in the assigned regional area with minimal direction from leadership 
Prepare reports, specifications, technical analysis to fully define the design requirements, equipment and services required on capacity expansion and remodel projects 
Provide technical direction concerning engineering design / AutoCAD, building design, layouts, build details, schedules and materials in accordance with North American Customer Fulfillment (NACF) design parameters 
Survey facilities, develop and document procedures to audit the facility, provide evaluations and analysis, and recommend solutions to facility infrastructure, safety and security problems involving facilities and people 
Negotiate contracts and contract changes with developers and General Contractors, and present formal documentation for approval when required 
Ensure that contracts are fit for purpose, cost effective, and incorporate appropriate Service Level Agreements 
Provide overall site management, coordination, planning, specification of business proposals, and coordination of subcontractors 
Facilitate and team with others on due diligence evaluation of new opportunities 
Assess project performance through Key Performance Indicators for safety, quality, cost, schedule, and sustainability 
Partner with teams tasked with transition of base building management and oversight of all turnover documentation 
Coach and guide all project teams (developers, design engineers, general contractors, sub-contractors, internal stakeholders) throughout the full project lifecycle 
Ensure that contracted resources deliver work to meet duration and quality targets, addressing and ensuring the correction of under-performance issues 
Audit contractors to check that the skills and competencies of contract labor are appropriate to need and they are fit to undertake the work on which they will be deployed 
Inform developers and contractors of projected changes in resource or work demand so that they can take appropriate action 
Identify and resolve clashes, design misses, and schedule conflicts with other Amazon execution teams 
Establish and operate the information systems necessary for effective scheduling and recording of contract work 
Review of designs and ongoing construction for conformance to current building specifications 
Provide critical review of current design standards to identify value engineering and design enhancement opportunities to be considered by internal engineering and schematic design partners 
Comprehensive budget tracking, forecasting, and management of assigned expansion, remodel, and new build projects 
Receipt, review, and analysis of all proposed cost and time change requests as presented by external project teams 
Review and guide internally requested changes for validity, impact, and ensure timely and cost sensitive incorporation once approved 
Lead or assist in negotiations with appropriate regulatory bodies and Authority Having Jurisdiction (AHJ) entities as required 
Positive, clear, concise, and transparent cross team communication for all aspects of project delivery 
Be available during core working hours

Overall Responsibilities:

Responsibilities:
<ul><li>Leads the estimating deliverable for an entire project coordinated with the Senior Estimating Manager, preconstruction lead, operations team, and Business Development (BD) staff (projects ranging in size and complexity as assigned by Senior Estimating Manager)</li><li>
Coordinates the development of the Site Services general costs with the operations team, Senior Estimating Manager, and preconstruction lead to align with contract requirements and trade costs</li><li>
Develops self by training under Senior Estimating Manager/Estimating Manager for conceptual cost estimates and budgets on limited information while providing adequate written clarifications of the costing assumptions</li><li>
Reviews and understands all project plans, requirements, and specifications</li><li>
Coaches and mentors a team of estimators to develop large, multi-disciplinary estimates</li><li>
Develops and recommends appropriate contingency and allowance values with each estimating deliverable</li><li>
Determines labor and equipment costs</li><li>
Reviews and understands all bid documents while assessing project risks</li><li>
Understands project logistics and project schedule for complete alignment with the estimate and estimating deliverable</li><li>
Assists the operations team in the development of bid packages; assists in the analysis of competitive subcontract and supplier bids</li><li>
Attends scope review meetings as required to assist the operations and purchasing teams in the preparation of bid recommendations</li><li>
Connects with clients, ensuring customer satisfaction</li><li>
Develops accurate cost models within Gilbane&rsquo;s costing software</li><li>
Tracks and reports on current material and labor prices, including escalation</li><li>
Determines lead times for equipment and materials; communicates with the entire project team to capture the information within the project schedule</li><li>
Develops meaningful Value Management contributions to reduce price and increase value</li><li>
Collaborates with the Owner and design team to reconcile cost estimates</li><li>
Identifies escalation factors in marketplace for specific materials and labor rates</li><li>
Develops sound conceptual pricing assumptions with sound documentation for the basis of the estimate</li><li>
Substantiates all aspects of final estimates</li><li>
Engages and participates in external communication including interviews and presentation of estimating deliverables</li><li>
Coaches and mentors less experienced team members</li><li>
Supports a positive and inclusive work environment</li><li>
May be required to assist with tasks typically assigned to more junior positions</li></ul>
Qualifications:

EXPERIENCE/EDUCATION<ul><li>
Bachelor&rsquo;s degree in Engineering or Construction Management</li><li>
5-10+ years relevant MEP estimating experience</li><li>
Or equivalent combination of education and experience</li></ul>
KNOWLEDGE, SKILLS &amp; ABILITIES<ul><li>
Ability to lead the estimating process and deliverable for projects throughout the design phase</li><li>
Extensive knowledge of On-Screen Take-off, Destini, and Site work software tools for take-offs</li><li>
Ability to present estimating deliverables (internally and externally) and participates in interviews during the pursuit phase</li><li>
Ability to conceptually estimate projects with limited information</li><li>
Ability to estimate multiple facility types such as residential high rise, healthcare, interiors and institutional</li><li>
Ability to estimate within multiple delivery methods</li><li>
Ability to maintain healthy working relationships with industry partners (Owners, designers, subcontractors, etc.) for the development of estimating deliverables</li></ul>
Salary to be determined based on factors such as geographic location, skills, education, and/or experience of the applicant, as well as the internal equity and alignment with the team.
For Albany, NY this ranges from $120,000.00 - $160,000.00 plus benefits and retirement program.
For New York, NY this ranges from $160,000.00 - $210,000.00 plus benefits and retirement program.
