The Child and Family Services Agency (CFSA) are a cabinet-level agency within the District of Columbia government, committed to the safety, permanence, and well-being of children and families residing in the District of Columbia. This position is in the Kinship and Placement Administration (KPA), Office of the Deputy Director for the Office of In-Home and Out-of-Home Care (OIHOHC) of the Child and Family Services Agency. The primary purpose of this position is to provide an array of thorough professional social work services to children and families by identifying and engaging kin, conducting clinical assessments of prospective kinship foster parents to determine their strengths/needs and their appropriateness to provide kinship foster care. In addition, in this role the social worker will work jointly with other areas to engage and assess children and families in the District of Columbia.
Duties and Responsibilities<ul><li>
Provide an array of clinical support to the Office of the Deputy Director for the Office of In-Home and Out-of-Home Care (OIHOHC).</li><li>
Consults and partners regularly or as needed, with the Office of the Deputy Director for Hotline and Investigations.</li><li>
Supports the case carrying Social Worker and responds to unresolved situations requiring urgent in-home crisis interventions.</li><li>
Performs fieldwork to include, but not limited to, visits to group homes, birth parent homes, and resource parent homes.</li><li>
Performs counseling and therapy to address social, environmental, emotional, and medical problems.</li><li>
Serves as an experienced member of the interdisciplinary team and provides written and oral case presentations regarding the impact of the child, and/or the family&rsquo;s condition as well as the psycho-social implications.</li><li>
Evaluates and identifies the needs and strengths of children and the families as they relate to the overall treatment plan.</li><li>
Updates and maintains the database of case files for documentation of case activity to include electronic case management data entry. Maintains statistical data, which reflects an accurate account of the number of clients served and the number and types of activities performed and other relevant data.</li><li>
Prepares a variety of reports; represents the CFSA at administrative reviews and other meetings.</li><li>
Leads/participate in meetings for the purpose of case planning, sharing information on resources, and joint decision-making. Participates in educational and training activities, professional meetings, conferences, and seminars to keep abreast of the latest changes in the field of social work.</li><li>
Being a licensed social worker provides a variety of child welfare casework services to children and families (i.e., conducts home visits to assess the strengths and needs of the families; investigates, assesses, and remediates situations, allegations, and reports; develops and implements case assessments and plans to remediate child abuse and neglect; serves as a member of an interdisciplinary team to provide written and oral case presentations regarding the impact of the child and/or the family&rsquo;s condition, and the psycho-social implications; and other related social duties).</li><li>
Represents the CFSA at administrative reviews, court hearings, and other meetings, coordinating the implementation of court orders.</li><li>
Determines the appropriateness of established goals, services and/or permanent planning based on the status findings.</li><li>

Qualifications<ul><li>
Professional knowledge of, and ability to apply advanced principles, methods, techniques, and practices of social work in order to conduct training and clinical assessments to prospective kinship foster parents and provide other social work services.</li><li>
Comprehensive knowledge of the child welfare field to provide social work services for individuals and families.</li><li>
Comprehensive knowledge of human behavior dynamics, child development and group dynamics; sensitivity to cultural diversity, age, and religious differences affecting child rearing, family and kinship patterns, attitudes about illness and medical care, and communication patterns, to conduct home visits or investigations, develop case plans, and provide counseling. Demonstrated awareness of the potential impact of personal values on children, families, and child rearing practices.</li><li>
Ability to clinically assess individuals to determine their viability as CFSA kinship foster parents.</li><li>
Ability to clinically assess prospective kinship foster parents.</li><li>
Comprehensive knowledge of the structure, vision, and mission of CFSA to perform work consistent with the agency&rsquo;s established goals and objectives.</li><li>

Education
Master of Social Work (MSW) from a program accredited by the Council on Social Work Education (CSWE).
Must possess at least one year of specialized and directly related professional experience equivalent to grade 11 level in the District of Columbia government service or its non-District equivalent that equipped the individual with the comprehensive knowledge, skills, abilities, and competencies to successfully perform the duties of the position.
Licenses and Certifications
Must be a licensed Individual Clinical Social Worker (LICSW), must adhere and meet all the requirements to maintain the D.C. license current to practice social work in the District of Columbia,

Position Overview
The Washington State Office of Public Defense (OPD) Forensic Civil Commitment Program currently provides attorney representation to indigent clients with the right to counsel at State expense against whom sexually violent predator petitions have been filed under Chapter 71.09 RCW. OPD is requesting applications for social workers to support contracted attorneys and clients, statewide.
This position will require frequent travel to the Special Commitment Center (SCC) in Pierce County and the Secure Community Transition Facilities in Pierce County and King County, as well as regular, state-wide travel to the client&rsquo;s county of residence (can include all 39 counties).</div>
<div><h2 class="jobSectionHeader">Duties</h2></div>
<div>A contract social worker works at the direction of attorneys to provide advocacy, case management, release planning, resource coordination, mitigation, referral services, and limited crisis intervention to assigned clients. Case assignments are made for the duration of time the case is being represented by the assigned attorney.
Social workers are expected to advocate for clients currently committed to the Special Commitment Center (SCC), or who are in the community on a less restrictive alternative (LRA). Social workers must also work to develop community resources in anticipation of client&rsquo;s needs upon release, to include but not limited to housing, sex offense treatment, mental health/substance use treatment, and state and federal benefits. Regular in-person meetings with clients are expected, as well as remote communication (phone calls, video visits, etc.).
Social workers must understand and adhere to requirements of confidentiality and attorney-client privilege. For purpose of interpretation of the Washington State Bar Association&rsquo;s (WSBA) Rules of Professional Conduct (RPC), social workers are considered &ldquo;nonlawyer assistants&rdquo; and are responsible to each referring attorney under RPC 5.3.</div>

<div>A Master of Social Work from an accredited institution is required to be considered for this position (no substitutions).

Who should apply?<ul><li>
Professionals with Twelve months of experience as a Social Service Specialist 1 and completion of the agency&rsquo;s Social Service Specialist training program.</li></ul>
Or<ul><li>
A Master's degree in social services, human services, behavioral sciences, criminal law/justice, or an allied field, and one year as a Social Service Specialist 1 or equivalent paid social service experience. A two-year Master's degree in one of the above fields that includes a practicum will be substituted for one year of paid social service experience.</li></ul>
Or 
<ul><li>
A Bachelor's degree in social services, human services, behavioral sciences, criminal law/justice, or an allied field, and two years of paid social service experience performing functions equivalent to a Social Service Specialist 1.</li></ul> 
Note: Additional professional experience described above will substitute year for year for the required education.

Overall Function:
To provide case management to assigned consumers.
Essential Functions:
<ul><li>Utilizes evidenced based models and practices to engage residents to participate in needed services and community activities.</li><li>
Provides Case Management and Intensive Life Skills to individuals and client groups.</li><li>
Develops and maintains community resources listing of agencies providing information/referral, training, or instruction in a wide variety of social services.</li><li>
Conducts follow-up and coordination, with other social agencies and community resources to ensure appropriate service delivery to clients.</li><li>
Assists consumers with developing and following through with their individualized recovery service plan.</li><li>
Maintains accurate and detailed records of assigned caseload, observes progress or significant changes in behavior, and reports issues and/or incidents to the supervisor in a timely manner.
</li><li>Provides service advocacy to consumers, links them to community-based services and resources, and assists them with coordinating scheduled appointments.</li><li>
Develops and/or coordinates the provision of various human service programs for consumers.</li><li>
Demonstrates understanding of recovery-based procedures; participates as a team member in program participant&rsquo;s recovery plans and maintains appropriate communication with external programs and community resources.
</li><li>Able to utilize HUD Housing Quality Standards check list as a tool to teach participants home maintenance.
</li><li>Conducts regular home visits to ensure quality of home environment.
</li><li>Transports participants to a variety of appointments required to maintain housing and quality of life.
</li><li>Adheres to all policies, laws, regulations and codes of ethics and confidentiality as outlined by federal and state laws, and agency policies and procedures.</li></ul>
<ul><li>Bachelor&rsquo;s Degree in social work, Psychology or related field from an accredited college or university; one year case management experience preferred; or a high school diploma or higher education with equivalent combination of skills may be considered; at the discretion of the Agency.</li><li>
Demonstrated ability to obtain vital information during an interview to make proper service recommendations.</li><li>
Must successfully obtain Criminal History Clearance from the Pennsylvania State Police and Child Abuse Clearance from the Pennsylvania Department of Human Services and FBI Fingerprint Clearances.
