We are seeking a Chief Project Controls Manager to join our team in Houston, TX.
Working within our Energy group the Chief Project Controls Manager will support core areas such as cost, planning, risk management, compliance, or performance analysis. This position will support the corporate PMO, supporting and improving oversight of multiple energy projects for industry leading clients. As part of a larger corporate PMO, this role is integral to ensure project success by providing specialized guidance and oversight, driving project performance, and fostering a culture of accountability. Your role</h2><ul><li>
Oversees the direction of a project controls team or function within a group, office or region.</li><li>
Develops and implements the project controls business development plans and activities.</li><li>
Assigns and manages project staffing levels and workforce plans.</li><li>
Manages staff co-ordination and workload and directly supervises project controls team.</li><li>
Manages, revises, and maintains status of the detailed project cost estimate/forecast to include all phases of project execution from design/engineering, material/equipment procurement and deliveries, construction contracts through start-up activities and closeout.</li><li>
Tracks and analyzes the project costs including budgets, commitments, actuals, accruals, and forecasts. Analysis includes forecast to budget and estimate, forecast to actuals, and contingency analysis.</li><li>
Participates in the development and improvement of project controls systems.</li><li>
Recommends improvements in systems, tools, and methods of project controls and project management.</li><li>
Establishes a project work breakdown structure in line with industry best practices.</li><li>
Assists in analyzing project control requirements as part of the bid review process to ensure all cost control requirements are incorporated into individual contracts and purchase orders.</li><li>
Interacts with other project groups in relation to cost codes, purchase order commitments, change orders and sales tax issues as required and to ensure all accounting and regulatory compliance issues or guidelines are implemented.</li><li>
Assists in creating detailed project budgets from estimates and in the development of cash flow projections.</li><li>
Works with senior project management staff in managing the overall project cost control efforts.</li><li>
Works with scheduling staff to develop, manage, revise, and update integrated detailed project schedules including all phases of project execution.</li><li>
Assists in early identification of long lead items, resource constraints, and required project start dates.</li><li>
Manages key project indicators and project commercial reports.</li><li>
Manages internal job costing in relation to the fee and services to be provided, resources required and all project reporting including job number, Project Status Report (PSR) and other company reporting policies.</li><li>
Produces forecasts of total project costs, annual costs, and monthly cash flow costs and provides variance analysis and explanations.</li><li>
Assists in forecasting engineering and construction resource requirements.</li><li>
Assists in coordinating engineering and construction activities in conjunction with overall project schedule requirements. Incorporates engineering and construction contractor schedules into overall project schedules.</li><li>
Ensures all contract deliverables and deadlines are met.</li><li>
Provides senior level general project management support as necessary (e.g., financial/operational budgeting, consolidation, analysis, forecasting; business development; pricing; billing; key client/consultant relationship management).</li><li>
Performs such other duties as the Supervisor may from time to time deem necessary.

Bachelor's degree in engineering, Construction, Finance or a related field, or 10 years of relevant experience, or alternatively 10+ years proven experience directly in Project Controls environment.</li><li>
Energy or similar industry experience is preferred.</li><li>
Certification with AACE, PMI or CMAA is preferred.</li><li>
Experience with Ecosys or SAP or similar finance and or cost management software with good understanding of P6 software.</li><li>
Knowledge of and experience with stage-gated project execution processes.</li><li>
Must generally understand and utilize Information Technology in the performance of work including Internet, Intranet, Microsoft Windows OS, Adobe Acrobat, Microsoft Office Suite and Cost Management systems.</li><li>

What you will do
Under general direction, responsible for the design, configuration, and operation of complete building control systems including fire, security, and other low voltage control sub-systems (i.e., lighting, nurse call, data networks, etc.) to meet the intent of the project requirements.  Processes payments and prepares reporting for the Corporate Credit Card program, including tracking of expenses, reports employee spends and accurately accounts for this spend.

 Assists with Internal and External Audits by providing data and confirmation of process.

 Implement processes as required by the Bank Secrecy Act and TDECU policies and procedures including but not limited to completing and submitting Currency Transaction Reports, being knowledgeable of signs of unusual financial activities, and reporting signs of unusual activity and/or completing Suspicious Activity Report as appropriate per procedure.

 Maintains professional development through active learning opportunities. Participates in webinars, online learning, new system training, industry articles and regulatory updates. Actively engages in goal setting and achievement for ongoing development goals.

 Analyze expenses paid by organization and manage the prepaid process to align with proper Accounting Guidelines and Generally Accepted Accounting Principles.

 Responsible for verifying expense classification codes upon system entry, validates proper general ledger charge of expenditures, payment via electronic or payment process and any adjustments, reversals or refunds to vendors or employees. Ensures proper controls are in place to secure the accounts payable process and that proper payment is made on legitimate expenses.

 Represents the Accounts Payable function by participating in cross functional groups for TDECU and its subsidiaries. Acts as a liaison between accounting and the project groups. Provides project updates to the Accounts Payable team.
