ABOUT THE POSITION</b></div><div>
The Principal Financial Analyst is a strategic leadership role that drives the financial planning, analysis, and operational initiatives that support the Court&rsquo;s mission and long-term goals. This position offers the opportunity to lead impactful projects, guide high-performing teams, and shape policies that improve organizational effectiveness across the Court. Working in a dynamic and complex legal environment, the Principal Financial Analyst partners with executive leadership and judicial officers to deliver innovative financial solutions and effective data-driven recommendations. The role combines advanced financial expertise with project management, strategic planning, and collaborative leadership to address critical organizational challenges. Ideal candidates are analytical thinkers, strong communicators, and proactive leaders who are passionate about public service and operational excellence.</div><div><b><br>
Key Responsibilities</b></div><ul><li>
Lead and supervise staff engaged in complex financial analysis, budgeting, and program administration activities.</li><li>
Conduct complex financial, operational, and organizational studies to support Court initiatives and strategic decision-making.</li><li>
Demonstrates ownership and accountability by producing complete staff work, independently managing complex assignments from inception through implementation, and ensuring timely, high-quality results with minimal oversight.</li><li>
Develop, implement, and monitor financial programs, policies, procedures, and performance measures.</li><li>
Analyze resource needs, evaluate cost-benefit alternatives, and recommend process improvements for operational efficiency, using sound judgment and continuous change agility principles that advance the Court&rsquo;s Strategic Plan.</li><li>
Prepare and present detailed financial reports, recommendations, and technical guidance to internal and external stakeholders, effectively conveying complex information across varying levels of expertise.</li></ul><div>

THIS IS A TELEWORK ELIGIBLE OPPORTUNITY</b></div><div>
This position may be eligible for partial telework following an initial training period and contingent upon the needs of the Court.</div><div><b><br>
MINIMUM REQUIREMENTS</b></div><div>
To qualify, you must meet one of the following options at the final filing date of this bulletin:</div><div><b><br>
OPTION I</b>: Bachelor&rsquo;s degree* from an accredited four-year college or university with a major in public or business administration, public policy, economics, finance, or a closely related field &ndash; AND &ndash; three (3) years of progressively responsible experience involving financial management analysis, economic forecasting, financial planning and/or implementation, or governmental budget and finance analysis.</div><div><b><br>
OPTION II</b>: Three (3) years of progressively responsible experience involving financial management analysis, economic forecasting, financial planning and/or implementation, or governmental budget and finance analysis &ndash; AND &ndash; additional four (4) years of recent experience providing complex analytical work in support of accounting, financial, statistical, contract, budget, or other management analyses.</div><ul><li><br>

Note: </b>Credit for experience is based on a 40-hour workweek. Part-time experience is credited on a pro rate basis (e.g. working 20 hours per week for two months equals one month of experience). Overtime does not count toward additional credit.</div><div><b><br>
DESIRABLE QUALIFICATIONS</b></div><ul><li>
Strong knowledge of public sector budgeting, financial forecasting, accounting principles, reconciliation procedures, and financial analysis methodologies.</li><li>
Proven experience leading complex projects, programs, or organizational studies in a government or court environment to improve efficiency, accuracy, internal controls, and customer service.</li><li>
Excellent analytical, problem-solving, and decision-making skills with the ability to interpret complex regulations and policies.</li><li>
Experience leveraging data systems, analytics tools, and financial technologies to improve accuracy, efficiency, and insight generation.</li><li>
Commitment to professionalism and continuous improvement with demonstrated leadership and supervisory experience, including staff development and performance management.</li><li>
Exceptional written and verbal communication skills with the ability to present information clearly and persuasively.</li><li>
Strong organizational skills with the ability to manage multiple priorities, meet deadlines, and maintain a high level of accuracy.</li><li>
Experience leading or participating in technology initiatives, including system enhancements, software implementations, testing, user acceptance reviews, and process redesign projects.</li></ul><div><b><br>
