Position Summary:

HousingPlus is hiring a Director of Human Resource to join our growing company. The Director of Human Resource is responsible for designing and implementing HR policies, fostering a positive and inclusive workplace culture, and ensuring compliance with federal, state, and local employment regulations. The Director of Human Resource must demonstrate strong leadership and execution of human resource functions. The role is very strategic, requiring a blend of passion, skills and commitment to the successful implementation and execution of HR functions, with the ability to manage and provide oversight to HR Generalist.

Competencies/ Skills:

Strategic Leadership: The Director of Human Resource must demonstrate the ability to align HR strategy with the organization mission and long-term goals, firm in decision making and a critical thinker. Experienced in advising executive leadership to influence organizational direction.

People &amp; Culture Development: Skilled in fostering an inclusive, collaborative, and mission driven workplace culture, with experience leading diversity, equity, inclusion, and belonging (DEIB) initiatives. Demonstrated ability to develop staff engagement strategies and improve organizational climate.

Talent Management: Provide leadership and guidance in recruitment, onboarding, workforce planning, and retention strategies. Knowledgeable of performance management frameworks suitable for non-profit, and the ability to design leadership development and training programs and/or departments.

Employee Relations: Must possess strong conflict resolution and mediation abilities, with the ability to coach managers and handle sensitive HR cases with discretion and in a timely manner. The candidate must possess emotional intelligence and strong interpersonal communication skills.

Compliance &amp; Risk Management: The candidate must know federal, state, and local employment laws. Expertise and experience in developing compliant HR policies, handbooks, and procedures, and experience with risk mitigation, workplace investigations, and HR audits.

Operational Excellence: The candidate must be a forward thinker, understanding the need to and possess skills in optimizing HR processes, systems, and databases. Must have experience working with HRIS platforms, payroll systems, and benefits administration, and be strong in organizational and project management skills.

Financial &amp; Analytical Skills: The candidate must have the ability to build and manage HR budgets, working with the Finance Department to align with the budget. Knowledge of compensation design, salary benchmarking, and total rewards, and skills in Skilled in analyzing HR metrics, workforce data, and reporting trends to leadership.

Communication &amp; Relationship Building: Must demonstrate excellent written and verbal communication skills, with the ability to engage stakeholders, board members, staff, and external partners. Candidate must possess experience and skill in change management and leading organization-wide initiatives.

Additional Skills: Experience in multi-site or remote workforce management, grant compliance awareness &ndash; especially HR related to city, state, and government contracts, and understanding non-profit governance and senior-level interactions. Cultural competence and sensitivity working with diverse communities, with the adaptability and resourcefulness in environments with limited resources.

Duties/Responsibilities:
<ul>
<li>Collaborate with the Chief of Operations on implementing the organization's human resources strategic plan.</li>
<li>Onboarding and offboarding of new hires, developing and maintaining best practices of orientation, background checks, records, and exit meetings.</li>
<li>Responsible for the data integrity of the HRIS for new hires, employee information, and employment status changes.</li>
<li>Partnering with and coaching business leaders to ensure timely support and advice in key areas such as people development, career progression, reward, and recognition. Counsels and coaches' supervisors on the appropriate handling of disciplinary matters, including documentation, and refers to legal counsel when necessary.</li>
<li>Attends and participates in employee disciplinary meetings, disputes, terminations, and investigations.</li>
<li>Maintain knowledge of trends, best practices, and regulatory changes in HR and employment laws, and apply this to internal policies and processes.</li>
<li>Perform data analysis to inform decision-making, employee retention, recruitment, and employee relations.</li>
<li>Administers and oversees the administration of human resource programs including, but not limited to, compensation, benefits, and leave; disciplinary matters; disputes and investigations; performance and talent management; productivity, recognition, and morale; occupational health and safety; and training and development.</li>
<li>Manages time and attendance, including payroll.</li>
<li>Implement initiatives that foster an inclusive culture across the organization.</li>
<li>Provide oversight to HR Generalist/Recruitment on efficiencies and best practices that meet organizational goals.</li>
<li>Develop policies and procedures that guide the Human Resource Department, and maintain its sustainability.</li>

Education and Experience:

<li>7&ndash;10+ years of progressive HR experience, including leadership roles.</li>
<li>HR certifications such as SHRM-SCP, SHRM-CP, SPHR, or PHR.</li>
<li>Knowledge of federal, state, and local labor laws.</li>
<li>Experience managing recruitment, employee relations, performance management, and HR compliance.</li>
<li>Strong communication, leadership, and interpersonal skills.</li>
<li>Demonstrated commitment to diversity, equity, and inclusion.</li>

 The Analyst, Human Resources is a key contributor to the Global HR Function of Harry Winston, Inc., a Swatch Group company active worldwide in over 15 countries. This HR team member is integral in the design, development, and administration of the company&rsquo;s HRIS, compensation program, onboarding process, and other key projects. This role is extremely data-oriented and requires the manipulation of large amounts of data into meaningful reports.  Complete monthly Headcount/Compensation Reports for submission to Finance. Reports represent snapshots of Full-Time Equivalent headcount and accrued bonus payments at specific points in time.

 Administration of HRIS (homegrown web-based HR database), including setting up new hires, deactivating terminated employees, and troubleshooting general problems in conjunction with IT.

 Oversee end of year Salary &amp; Bonus Review process (Collection of performance management data from management, administration of CompXL system, distribution of employee compensation communication letters)
 </li>
 <li>
 Create, track and manage the Global Personnel Request Form process, obtaining approval from local approvers and senior management.

 <li>
 Manage Concur Expense system for employees in North America, including troubleshooting employee issues with Concur Support and updating company policies/rules within the system.

 Update organizational charts to reflect current status of North American markets, including open positions, proposed reorganizations. Work with Global HR Partners to gather and update global organizational charts to reflect current status of all markets.
