<div><p>Pakistan is one of the most vulnerable countries in the world to the impacts of climate change. It faces multiple climate-related challenges, including both sudden-onset events (such as floods and droughts) and slow-onset impacts (such as increased heat, variable rainfall, heavy precipitation). Pakistan's economy is largely dependent on agriculture, which is also significantly impacted by climate change, including because of its effects on crop failure and declining productivity. The impact of climate change on livelihoods and human security often makes it a significant trigger for rural-to-urban migration, while the sudden impact of disasters such as flooding has been known to cause large-scale internal displacement.<br>
</p><p></p><p>The Government of Pakistan (GoP) acknowledges the importance of strengthening adaptation to climate change impacts and recognizes the need to include human mobility concerns into climate change planning. As part of an earlier IOM Development Fund (IOM DF) initiative, IOM supported the GoP in including human mobility considerations in its National Adaptation Plan (NAP). However, knowledge and funding gaps as well as the lack of a comprehensive communications strategy on NAP and climate-related human mobility remain persistent challenges in implementing the NAP. The lack of capacity and by extension, lack of innovative solutions, make it difficult to secure funding for programmes that address human mobility in climate adaptation plans. Government agencies at both federal and provincial levels lack the technical expertise and resources to integrate human mobility considerations into existing climate change policies and procedures. Traditionally, climate change adaptation and migration management have been handled by separate entities. Bridging the gap between these departments and fostering inter-ministerial collaboration is crucial for a unified approach. Furthermore, to generate more public interest and knowledge in this portfolio, communication and advocacy around human mobility must be strengthened - a component that is explicitly mentioned in the NAP.<br>
</p><p></p><p>The project leverages the achievements of previous engagements by IOM Pakistan on the subject and seeks to contribute to the implementation of Pakistan's NAP by enhancing the GoP's advocacy and communication tools and promoting innovative climate adaptation solutions via a whole-of-society approach. The project seeks to build on ongoing engagements related to the NAP and a strong relationship with the Ministry of Climate Change and Environmental Coordination (MoCC&amp;EC) to expand adaptation planning while including human mobility concerns.<br>
</p><p></p><p>The Government of Pakistan (GoP), through the Ministry of Climate Change &amp; Environmental Coordination (MoCC&amp;EC), has identified a need to enhance its understanding of climate finance options and its capacity to transform proposed solutions into fundable projects. This initiative is a critical linkage to the Pakistan Climate Mobility Innovation Challenge, as it will enable the GoP to secure financing for a pipeline of innovative solutions developed under the National Adaptation Plan (NAP). The International Organization for Migration (IOM) is seeking to hire a specialized consultant to address this capacity gap.</p></div>

Background</b><br>
The Revenue Mobilisation, Investment and Trade (REMIT) is a multi-year (2021&ndash;2027) programme funded by the UK's Foreign, Commonwealth and Development Office (FCDO) and implemented by Adam Smith International (ASI). REMIT provides technical assistance to the Government of Pakistan to strengthen macroeconomic stability, improve growth conditions, and enhance poverty reduction efforts.</p><p>
A central part of this work is the development and institutionalisation of <b>Climate Budget Tagging (CBT)</b> and <b>Gender Budget Tagging (GDT)</b>, which systematically classify, track, and report climate- and gender-relevant public expenditures at the federal and provincial levels. CBT and GDT aim to strengthen transparency, accountability, and alignment of public spending with Pakistan's commitments under frameworks such as the IMF's Resilience and Sustainability Facility (RSF), the Paris Agreement, the Sendai Framework, and SDG 5 on gender equality.</p><p><b>
Activity Context</b><br>
The Government of Pakistan has prioritised transparent, accountable, and climate-resilient public financial management. As part of this agenda, REMIT is supporting the institutionalisation of <b>Climate Budget Tagging (CBT)</b> and <b>Gender Budget Tagging (GDT)</b> &ndash; systems for identifying, classifying, and reporting on climate- and gender-related public expenditures across all levels of government.</p><p>
Following successful implementation at the federal level across three budget cycles (FY 2022&ndash;23 to FY 2024&ndash;25), and in line with the IMF's Extended Fund Facility (EFF) benchmarks, REMIT has expanded the initiative to all four provinces and two regions. The Ministry of Finance has requested REMIT to work with the provincial and regional governments of Punjab, Sindh, Khyber Pakhtunkhwa, Balochistan, Azad Jammu &amp; Kashmir, and Gilgit-Baltistan to carry out climate and gender budget tagging of their budgets.</p><p>
Khyber Pakhtunkhwa faces significant climate vulnerabilities including glacial lake outburst floods and extreme weather events. As part of this REMIT-supported activity, the KP Finance Department has nominated focal persons, integrated CBT and GDT provisions into the Budget Call Circular, and conducted training for line agencies. Tagging of the non-development budget has been completed.</p><p>
The remaining work covers: tagging of development budgets (PC-1s), finalization of the FY 2026-27 tagged budget, preparation of climate and gender budget statements, institutionalisation workshops, FABS integration, and analytical reporting.</p><p><b>
Job Summary</b><br>
The Associate &ndash; Provincial Climate Budget Tagging (Khyber Pakhtunkhwa) will conduct the climate and gender tagging of development budget and support Senior Specialists and the REMIT team in coordinating the regional climate and gender budget tagging, documenting institutional inputs, and organising stakeholder engagements. The Associate will also assist in preparing analysis, reviewing documentation, and supporting the delivery of workshops and consultations to ensure smooth implementation of the provincial Climate and Gender Budget Tagging activity in Khyber Pakhtunkhwa.</p><p><b>
Duties and Responsibilities</b><br>

   Programme Development and Proposal Writing
  </li>

   Lead in design and development of projects in water, wetlands and climate change adaptation including managing floods and drought through EbA and NbS interventions.

  <li>
   Lead in proposal writing, budgeting inputs and logframe development at the country level in coordination with CR and other teams in the country office.
  </li>
  <li>
   Contribute in programme development and budgeting in development of regional projects for Pakistan in close coordination with the Regional Water and Wetlands Programme.
  </li>
  <li>
   Identify funding opportunities aligned with Pakistan&rsquo;s water and climate priorities especially through GEF, GCF, FRLD and Adaptation Fund
  </li>
  <li>
   For programme development, ensure alignment with donor requirements and international frameworks (e.g., climate and biodiversity agendas KMGBF) and country priorities, plans and policies (National Water Policy, National Climate Change Policy, National Climate Change Gender Action Plan (ccGAP), Nationally Determined Contributions (NDCs), National Adaptation Plan (NAP), Paris Agreement etc.) and Sendai Framework for Disaster Risk Reduction (SFDRR).

   Lead in developing project concepts focusing on resilience, water security, WEFE Nexus and ecosystem restoration.
  </li>
  <li>
   Lead in development of the integrated programmes as per IUCN&rsquo;s Programme 2026 &ndash; 2029 and 20-years Strategic Vision.

   Programme Support and Coordination
  </li>
  <li>
   Support the Country Representative in the Programme Coordination functions.
  </li>
  <li>
   Provide technical backstopping to ongoing projects particularly on water and climate.

   Support Country Representative in coordination with government counterparts, donors, and partners.
  </li>

   Support integration of AI in water resources management through training programmes and conceptualising frameworks and tools.

   Contribute to the senior management in shaping water and climate programme strategy.

   Identify emerging trends and opportunities in climate finance, adaptation, AI and water security.

   Support integration of climate and water considerations across IUCN Pakistan&rsquo;s portfolio.

   Liaison with the Ministry of Water Resources, Provincial Water Irrigation and Water Management Departments and Ministry of Climate Change and Environmental Coordination to contribute and strengthen IUCN Programme in coordination with the Country Representative.

 REQUIREMENTS

   Master&rsquo;s degree in Climate Change, Environmental Sciences, Water Resources, or related field with at least 5 years of relevant experience in climate change, water management, or environmental programmes. / In case of Bachelors degree, relevant experience of at least 10 years with proven skills.

   Experience in proposal writing and programme development is essential.
  </li>
  <li>
   Familiarity with Pakistan&rsquo;s climate and water policy landscape.
  </li>
  <li>
