The primary purpose of this position is to prepare and deliver DDOT&rsquo;s annual operating and capital budget so the agency can best meet the goals of its strategic plan, <i>moveDC. </i>The Resource Allocation Officer (RAO) leads a division of approximately twelve analysts who assist with formulating and delivering a $200 million operating budget and a $3.6 billion capital improvements plan. The RAO reports to the Chief Administrative Officer but also works with the agency Director and their leadership team, Division managers, and project/program managers on budget issues. The RAO must also work closely with staff from independent agencies co-located at DDOT, particularly the Office of the Chief Financial Officer, to ensure compliance with relevant local and federal budgeting laws, regulations, requirements, and practices. In addition to internal stakeholders, the RAO routinely works with staff in the US Department of Transportation/Federal Highway Administration, the Metropolitan Washington Council of Governments, the Executive Office of the Mayor, and the DC Council especially during the budget formulation process.</p><p><b>
Duties and Responsibilities</b></p><p>
Incumbent serves as the agency expert in providing administrative and financial management of the agencies operating and capital budgets. Makes recommendations to the agency's executive team and senior management regarding the efficient and effective utilization of local and federal resources. Responsible for the development, management, and monitoring of the Agency's local and federal resources; and utilizing data and systems to report financial information for planning purposes and managing a large portfolio of local and federal capital projects. Incumbent is responsible for the direction and supervision of staff performing work associated with the long-term planning and financial management of the Agency's local operating budget, local capital budget and six-year capital improvements plan, and federal apportionment and obligations plan.</p><p>
Incumbent is responsible for the development and tracking of DDOT&rsquo;s long-range plan moveDC which serves as the guide for budget formulation and project prioritization, which ties into a four-year federal allocation plan shown in the State Transportation Improvement Program developed and communicated at a regional level through the Metropolitan Planning Organization (MPO) the Metropolitan Washington Council of Governments Transportation Planning Board (MWCOG/TPB). Incumbent is responsible for the agency's operating budget, local capital budget, six-year capital improvements plan, annual FHWA apportionment, and August Redistribution of obligation authority. Incumbent works in collaboration with the CAO and subordinates to prepare for the budget and performance hearings by providing programmatic information and financial data, project updates, and other pertinent information to assist with presenting the agencies financial status and plans. Directs the development of long- and short-range agency plans, including the district&rsquo;s inputs into the regional Transportation Improvement Program and the District&rsquo;s Statewide Transportation Improvement Program, and well as spending plans for local projects and programs. Initiates, performs, and/or reviews special projects, plans, studies, and/or programs related to division responsibilities. Supervises the formulation Programs to provide a path forward and assure conformance with District and Federal transportation policies and regulations.</p><p><b>
Qualifications and Education</b></p><p>
This position requires at least one (1) year of specialized experience equivalent to the next lower grade level in the normal line of progression. Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position. Examples of specialized experience include mastery of the District of Columbia budget formulation and funding allocation processes; knowledge of Congressional appropriations and program authorization process, FHWA funding apportionment process, obligation and de-obligation processes, master project budget authority, traditional and innovative funding sources, earmarks, and other FHWA discretionary funding approaches; Knowledge of generally accepted accounting principles and standards, financial and resource management processes, budget and fiscal guidelines, regulations, and laws governing the budget process and fund control; and Superior ability to communicate in writing and orally with executive leadership, senior managers, and staff at all levels of the Agency, District, and FHWA staff; knowledge and understanding of changing political priorities and the impact of decisions on the delivery of transportation projects, programs, and services.</p><p>

In addition, IHSC oversees the financial authorization and payment for off-site specialty and emergency care services for detainees in ICE custody. The ICE detainee population is approximately 34,000 detainees on a daily basis, with an average length of stay of approximately 30 days, surpassing 400,000 detainees annually. IHSC provides medical support during ICE enforcement operations in the air, on the ground and at sea.<br>

Work with corporate sustainability team to ensure projects are completed in a sustainable manner.</li><li> Develops and monitors the project budget and schedule and takes appropriate corrective action when needed to adhere to the pre-established budget and schedule.</li><li>Assures the final completion and timely occupancy of projects in a cost-effective and timely manner.</li><li> Reviews and approves invoices submitted by vendors/contactors for accuracy, settles discrepancy and prepares the required documentation for payments.</li><li>Oversees and monitors post-occupancy activities and turn-over to the client.</li><li> Coordinates with other Project Managers to leverage synergies as required to maintain a consistent approach to delivery of projects.</li><li>Maintains project documentation in project files and provides project progress updates and reporting as required.</li></ul><p></p><p><b>
Selection Criteria</b></p><p></p><ul><li> Master&rsquo;s degree with 5 years of experience or equivalent combination of education and experience in the field of Engineering, Architecture, Business, Interior Design Construction Management, etc.</li><li> Ability to design, create, read and translate design documents, construction drawings and specifications into a statement of work for bidding potential projects.</li><li> Financial management (cost/investment, budget planning, cost analysis, project cost control, spend tracking and spend management) negotiating skills, procurement, and contract management experience.</li><li> Ability to manage multi-discipline programs, conceptualize, design &amp; implement projects and design &amp; produce complex reports related to the delivery of capital improvement projects.</li><li> Demonstrated leadership and ability to lead a team of professionals and contract staff in the execution of complex mechanical and electrical capital improvement projects.</li><li> Ability to quickly react to urgent project site issues (e.g., power outages, floods, etc.) using standard operating procedures and key internal client coordination to mitigate and reduce impact to the building and occupants.</li></ul><p></p><p><b>
